About The Division

Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.

  

General description

Join the Statewide Procurement Division as a System Support Specialist! Work involves technical and customer support to statewide customers on the TxSmartBuy online procurement system, Electronic State Business Daily (ESBD), and other SPD portal systems. Monitors and maintains various automated folders and the SPD Open Market and E-bids inboxes. Uploads bidder response documents into PeopleSoft. Prepares data for entry into the TxSmartBuy system for Texas Correctional Industries, TIBH or other contract items.   

 

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

 

Qualifications

 

Minimum Qualifications

·    Graduation from an accredited high school or successful completion of the General Education Development test (GED).

·    Three years of experience with customer service, technical and administrative support in a procurement or contract management environment.

 

Preferred Qualifications

·    Graduation from an accredited college or university with a bachelor’s degree.

·    Experience in an administrative and technical support role in the public sector including institutions of Texas higher education.

·    Experience in providing administrative support and performing data entry in a fast-paced, high-workload environment.

·    Experience in providing customer service and administrative support in a large-scale, high-volume data entry, purchasing, or contract administration environment.

 

LICENSES / CERTIFICATIONS

Must obtain certification as a Certified Texas Contract Developer(CTCD) within 24 months of employment.

 

In this role you will

·    Provides customer support and technical assistance to statewide customers regarding the TxSmartBuy (TSB) online procurement system; provides TSB helpline training as necessary on system usage; assists in testing system changes and/or upgrades; troubleshoots customer errors on the TSB system; monitors TSB system helpline.

·    Serves as the primary contact for uploading bidder/proposal data into the statewide purchasing system; monitors and maintains Open Market and E-bids in-box; provides assistance with item maintenance within the TSB system for TCI and TIBH; creates and maintains bidder response data and emails to shared drive folders.

·    Interacts with the statewide purchasing team and the division mail room to ensure receipt of RFP response documents is recorded appropriately; monitors TPASS mail and bidder drop-box.

·    May assist in the development of policy and procedure manuals.

·    Perform other related duties as assigned.
