Learning & Development Specialist*

General Description

The City of Madison is looking for a motivated and dynamic individual who wants to make an impact through strengthening employee capabilities and knowledge while serving as a project lead in implementing a Learning Management System (LMS) for a complex and diverse organization. This position is program manager for the Learning and Development Service area and will serve as a subject matter expert in designing learning and development organization wide adaptable solutions, policies and standards; provide organization wide consultation; and design training utilizing adult learning best practices. The Human Resources (HR) Organizational Development (OD) Specialist serves an integral role in ensuring the City of Madison is responsive to the ever-changing needs of our workforce. OD Specialists champion a person-centered, equity-informed culture of innovation, performance excellence, leadership and development to identify needs and build City of Madison capacity to provide the highest quality services to our community.  This OD Specialist position is accountable for developing and implementing a framework for learning and development (L+D), supporting organizational effectiveness initiatives and leadership development opportunities in the City of Madison. The focus for these programs are: strengthen employee capabilities and knowledge, increase organizational efficiency, and build leadership capacity to support organizational excellence. Under the general supervision of the OD Manager, the L+D Specialist provides consultation at all levels of the organization and exercises a high degree of independent judgment and discretion in establishing and achieving program goals.      


Following an initial probationary period, this position may work up to 50% of scheduled hours remotely each week, based on supervisor approval.

Examples of Duties and Responsibilities

Learning & Development:

  • Coordinate, advise and serve as subject matter expert (SME) in the design and development of L+D policy, standards, procedures, and operational resources including but not limited to:
    • New L+D Standards for LMS
      • Learning Content Management
      • Learning Delivery system
      • Learning Administration
      • Learning Records
  • Coordinate the OD and Learning Partner Programs.
  • Serve as HR Functional Lead for the HR Management - LMS.
  • Incorporate principles of equity into learning and development model, policy and standards, and develop inclusive practices for engaging participants in learning and development.
  • Serve on project teams, collect and analyze data, prepare or assist with the preparation of project reports, and perform other support and/or leadership activities as appropriate.

Consultation with OD Unit service areas (Leadership Development and Performance Excellence):

  • Consult in developing program content that meets L+D standards and supports Leadership Development efforts and agencies in building capacity for achieving Performance Excellence.
  • Collaborate with internal and external stakeholders to inform Leadership learning experience design, delivery, and evaluation.
  • Consult in developing L+D needs that support the implementation of Baldrige Criteria in the City of Madison.
  • Work with the Performance Excellence Specialist to embed Performance Excellence in learning and development opportunities.

Consultation on Organizational Effectiveness:

  • Work with Agency Heads, Managers, Supervisors, and other appropriate staff and/or committees to identify organization L+D needs and design and implement specific programs to solve problems and enhance city service delivery within each agency.
  • Provide leadership and consultation to organizational leadership including but not limited to training needs, latest L+D trends and industry leading practices, curriculum development, and developmental feedback.
  • Coordinate activities with OD Specialists and HR Analysts to meet specific agency goals.
  • Perform related duties as required.

 

Minimum Qualifications

  • Four (4) years of responsible professional experience in the area of learning and/or organizational development.
    • Experience including organizational-wide eLearning and instructional design and/or experience serving as a project lead implementing a Learning Management System is preferred.

 

  • Bachelor's Degree in Organizational Development, Organizational Leadership, Leadership Development, Human Resources, Industrial Psychology, Education, Social Sciences, Social Work, Public Administration, Business or other related field may substitute for two (2) years of experience.
  • Master's Degree in Organizational Development or any of the above related fields may substitute for three (3) years of experience.


If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:
 
Four (4) years of experience in the following:

  • Applying measurement and reporting on impact of learning solutions.
  • Designing and deploying Learning and Development adaptable solutions in an organization.
  • Applying learning and development framework, including training models and evaluation methods.
  • Project and program development and management.
  • Using theories and practices of organizational development strategies, human resource development, and adult education learning and development principles and practices.

Two (2) years of experience in applying the following:

  • Use of computer software applicable to the duties of the position.
  • Instructional Design and eLearning, management theories, continuous improvement methods, design of surveys and data analysis.

Familiarity with the following:

  • Racial equity and social justice principles, and a commitment to diversity and inclusion.
  • Theories and practices of team based organizational development strategies and human resource development.
  • Delivering instructor led training.

Special Requirements

  • Ability to meet the transportation requirements of the position.
  • Ability to attend and facilitate meetings outside regular working hours, which on rare occasions may include evenings and weekends.

Physical Requirements:
Work is generally performed in an office environment and is primarily sedentary, requiring the ability to sit/stand at a desk, work on a computer, and use a monitor for extended periods of time. However, the employee will be expected to provide learning and facilitation sessions in front of large groups of people. Such sessions may be conducted at various facilities located throughout the City of Madison. The employee will be expected to lift, carry, and transport any materials necessary to conduct such training, including a laptop, projector, and handouts, and may be required to move equipment less than 20 pounds to set up training rooms.
