Water Resources Specialist - Entry or Advanced

This position serves as WisDOT’s statewide technical expert in water resources and program manager for WisDOT’s Wetland Mitigation Banking Program. This position provides research, analysis, consultation and coordination services to Wisconsin Department of Transportation staff and management, and external partners on water resource topics and on proposed environmental laws and regulations. In addition, this position administers WisDOT’s Wetland Mitigation Banking Program, including oversight on wetland bank site development, operation and maintenance, program budgets, system initiatives and land management. This position also synthesizes state and federal environmental laws and their related regulations, and process into WisDOT operational policy.

 

This position advises the Department’s operating units, project teams, and consultants by providing consultation and timely advice on environmental impacts focusing on water resources, including wetlands, waterways, groundwater, floodplains, and hydrogeology. The position participates in developing and implementing Geographic Information Systems (GIS) projects with other environmental staff. The position maintains GIS layers for wetlands and water resources and assists region project teams in the appropriate use of this data. The position also assists with the updating of environmental chapters of the Facilities Development Manual and other WisDOT policy and guidance documents. In addition, this position participates on state and national committees on water regulation, guidance, policy, and research. This position is also responsible for managing the ecological/biological services master contract
