Summer 2025 – Harold W. Rosenthal Fellowship in International Relations

Our nation’s current and future challenges make it imperative that government identify, recruit and retain the next generation of public servants. The Future Leaders in Public Service Program and the Rosenthal Fellowship offer numerous opportunities for candidates to pursue.

Explore the available opportunities for Summer 2025 below. Candidates may only apply to one opportunity per application cycle.

Harold W. Rosenthal Fellowship in International Relations

Established in 1977 to honor the memory of Harold Rosenthal, a Senate staff member who was a victim of a terrorist act while on official duty at age 29, the Rosenthal Fellowship program provides graduate students in international affairs with the opportunity to intern at a congressional or executive branch office for the summer.

Rosenthal Fellowship offers two concurrent pathways to placement following acceptance into the program:

  1. Accepted candidates for the Rosenthal Fellowship will apply for internships within the federal government.
    • If you secure an internship independently, please consult with the Future Leaders staff before accepting the position.
  2. The Future Leaders staff will assist with matching select available federal placements with accepted candidates.

Rosenthal Fellowship Funding

Candidates can be funded directly by the Future Leaders in Public Service Program or through their university, which may offer funding via an application process or pre-established agreements with the Partnership for Public Service.

Accepted candidates will receive a stipend through the Future Leaders in Public Service program if their university is not a Rosenthal program partner.
