Job Duties
The Traffic Operations Division is recruiting for the Transportation Operations Center Program Specialist. The Transportation Operations Center Program Specialist position will lead, analyze, coordinate, and support the assigned operational program area and assist in managing a long-term, performance-based, statewide program for VDOT's Traffic Operations Centers (TOCs) maintenance and operations.
Minimum Qualifications
• Knowledge of contract management techniques, strategic planning, and standard operating procedure development and implementation of approved standards, processes and training.
• Ability to lead, coordinate, and advocate resources as necessary.
• Ability to effectively communicate both orally and in writing, including leading the development of program presentations for senior leadership, program managers, regions, districts, and stakeholders for program updates.
• Ability to manage, support, and monitor multidisciplinary contractors, consultants, and agency staff in both direct and matrix-based organizational reporting structures.
• Ability to work in a fast-paced environment and the ability to manage multiple assignments within a diverse workforce.
Additional Considerations
• Ability to support overseeing contract management, monitoring, reviewing, and approving deliverables and including leading assigned statewide programs proactively in collaboration coordination with peer subject matter experts, in coordination and support regional and district managers for large-scale major services contracts and supporting tasks orders. TOC/SSP services contract.
• Experience adhering to the Manual on Uniformed Traffic Control Devices Manual, The Virginia Work Area Protection Manual sections specifically addressing Traffic Operations Centers' use of changeable message signs (CMS), including consideration of TOC systems functionality and standard operating procedures, with operational intent to effectively propose statewide, regional or district CMS's messaging in support of day-to-day operations and even more so during significant weather events or significant emergencies.
• Ability to develop, modify, coordinate the approval, and effectively implement safety campaign messaging in partnership with communications division, regional and district management.
• Capable of providing statewide administrative backup assistance for both the Lane Closure Advisory Management System (LCAMS) and VA Traffic programs.
• Skilled in collaborating and coordinating with key stakeholders and various parties to enhance and develop the functionality of an Active Traffic Management System.
• Proficient in establishing, leading and chairing work groups related to Transportation Operations.
• Experience working in an emergency response organization.
• Ability to interpret procedures and apply applications both internally and externally.
• Effective oral and written communication skills, including delivering presentations and conducting meetings to gain program compliance.
• Proficient in gathering, analyzing, and presenting data in technical reports to support program enhancements.
• Ability to plan, coordinate, and prioritize multiple assignments within scheduled time frames.
• Willingness to work daylight, evening, and midnight shifts if needed during declared emergencies.
• Proficient in using computers and software applications such as MS Word, MS Excel, MS PowerPoint, Outlook, and MS Teams.
• Considerable awareness in traffic management , motorist assistance, and emergency services operations programs.
• Considerable awareness of the Commonwealth’s Statewide Radio Agencies Radio System (STARS) and the ability to develop standard operating procedures and training for Traffic Operations Center Operators, including interoperability.
