Duties

 

This announcement will fill two positions. One position will serve as the Regional Task Force Lead for the management, implementation, and maintenance of the Regional Quagga and Zebra Mussel Prevention Program, and both will include responsibilities for leading environmental monitoring activities and other assigned tasks.

  • Serves as a senior scientist to develop and coordinate complex environmental monitoring studies; designs and implements new monitoring programs; refines existing monitoring activities; and develops or modifies standard procedures and techniques as needed.
  • Determines the scope of, initiates, and coordinates the progress of technical investigations to determine the extent of contamination in ground water, surface water, vegetation, soil, sediment, and air at specified areas.
  • Evaluates the results of monitoring programs and provides an assessment of the potential impact of chemical constituents on biota, public health, and/or hazardous waste classification.
  • Maintains partnerships by coordinating on contracts and/or grants; participating on regional, inter-regional and/or multi-agency teams; identifying and pursuing new opportunities as they arise.

Qualifications

 

Basic Education Requirement:Applicants must first meet the Basic Education Requirement listed below:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Specialized Experience Requirement: In addition to meeting the Basic Education requirement, applicants must meet the specialized experience requirement - this information must be clearly supported in the resume:

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience performing environmental monitoring; implementing monitoring plans and models to collect representative samples from environmental systems; evaluating environmental studies and providing assessment of potential impacts of chemical constituents on biota, public health, or agriculture; preparing program and project-specific sampling and analysis plans; developing reports, preparing correspondence, and performing data management activities of environmental data.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience designing monitoring plans to determine extent of contamination in ground and surface water, vegetation, soil, and sediment; using statistical concepts and mathematical theory to develop monitoring program designs and models for the collection of representative samples from environmental systems; evaluating existing environmental studies and data to determine validity and scientific significance and assessing the need for additional information, methods, or new approaches; analyzing data to assess ecological or human health impacts and/or regulatory compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/18/2024.

Education

 

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
