24-05418 Training Development Specialist II
The Employee Relations and Training Branch is seeking a Training Development Specialist II who will provide competency-based training for employees and managers in the Kentucky Department of Revenue (DOR). This rewarding position is responsible for developing and conducting department-wide/area-specific instructor-led trainings as well as eLearning courses. Additionally, this position is responsible for overseeing training data, analyzing training needs, and providing course analysis to leadership.
1. Essential responsibilities may include, but are not limited to:
- Presents training and development programs using various forms and formats
- Coordinates scheduling and delivery of assigned trainings, both classroom and virtually
- Moderates and team teaches instructor-led trainings
- Ensures classrooms and virtual sessions are training ready, including preparing accurate training materials and ensuring instructors are scheduled and prepared for class
- Conducts and maintains complex classes in the Learning Management System (LMS) to support training schedules
- Analyzes training needs and makes recommendations to leadership
- Conducts ongoing program evaluations (to consistently strive in improving training programs)
- Develops and maintains Standard Operating Procedures (SOPs) for all conducted trainings (as well as other job tasks)
- Knows or is willing to learn the Department of Revenue’s integrated tax system (doris)

3. Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in planning, coordinating, or conducting staff development and training courses, personnel administration or teaching, or professional experience in providing or administering human services or governmental programs.

Substitute EDUCATION for EXPERIENCE: Graduate study in psychometrics, industrial relations, psychology, statistics, education, or a related field will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional experience in the above areas will substitute for the required education on the basis of one year of experience for two years of education. Current or prior military experience will substitute for the required college on a year-for-year basis.

4. Working Conditions
Incumbents working in this job title perform duties in an office setting. Occasional travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
