Facilities Manager

Minimum Qualifications of Education and Experience

Full range $32.72 to $54.64.

Bachelor’s degree from an accredited college or university in facilities management or related field and one (1) year of experience in a similar position as listed in the work functions.
OR
Associate’s degree from an accredited college in building utility maintenance, facilities management, or related field and three (3) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to five (5) years of experience in a similar position as listed in the work functions.
 
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
 
Desirable Qualifications:
Minnesota First Class – C boiler license or higher.

Leadership and supervisory experience.
Locksmithing experience.

Nature of Work

Under general supervision, manages the day-to-day custodial and general services teams that maintain and repair the interior and exterior of County buildings and grounds. Coordinates scheduling, manages the work of contracted maintenance service vendors, oversees assigned construction projects, and the master key system. Assist staff who operate HVAC systems.

Examples of Work

  • Manages contracts with outside vendors for routine building repairs, refurbishment projects, and ongoing maintenance services including but not limited to window cleaning, snow removal, waste hauling, grounds maintenance, physical security, and contracted custodial services.
  • Manages daily general maintenance services, master key system, and assigns work orders.
  • Plans and coordinates building remodeling and deferred maintenance projects.
  • Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employee.
  • Inspects and evaluates completed work for compliance with standards and trains staff on custodial and maintenance methods.
  • Establishes and oversees the security specifications and references for county building projects.
  • Maintains records on building maintenance activities and preventive maintenance schedules.
  • Recommends equipment and supply budget. Purchases supplies, manages inventory, and oversees equipment replacements.
  • Establishes standards and procedures for the work of custodial and general services staff and arranges or adjusts work schedules to meet daily needs.
  • Performs related duties as assigned.

Knowledge, Skills and Abilities Required

  • Thorough knowledge of the principles, practices, methods, materials, and tools involved in cleaning and maintaining buildings and grounds.
  • Thorough knowledge of the safety standards for use of chemicals and solvents used in cleaning and maintenance.
  • Knowledge of master key systems, methods, and techniques.
  • Knowledge of commercial door and door hardware used in building construction and maintenance.
  • Knowledge of building security procedures and practices.
  • Skill in the use of computers and technology.
  • Skill in the management of construction projects.
  • Skill in the use of industrial cleaning and maintenance equipment.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to mentor and supervise the work of staff.
  • Ability to create and maintain records and reports.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand plans, sketches, diagrams, and blueprints.
  • Ability to resolve problems.
  • Ability to effectively organize and prioritize work.
