Water Resources Specialist

Water Resources Specialist positions perform complex technical evaluations and analyses on a broad range of water, wastewater, groundwater, storm water, and recycled water issues, including but not limited to daily, annual, long-range water resource planning, regional water supply, water purchases and sales, reservoir catchment land management, climate change, and water/energy nexus; prepare and/or edit technical and policy-oriented reports, inter-agency agreements, correspondence and other strategic communications; represent public agency interests in a variety of forums; review proposed state legislation, regulations and policies impacting the Public Utilities Department; manage water rights and special programs such as integrated regional water management program; prepare documents or material to comply with State of California Water Code including, but not limited to Water Supply Assessments, Watershed Sanitation Surveys, Division of Drinking Water reports, Urban Water Management Plans, and Sustainable Groundwater Management Act; make presentations to community groups and other agencies; select and oversee the work and contracts of consultants; supervise staff; and perform other duties as assigned. 


NOTES:

Employees in job classifications represented by the Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:

  • 2% effective 1/1/25 
  • 5% effective 7/1/25 

MINIMUM REQUIREMENTS


 EDUCATION:  Bachelor's Degree in Environmental or Civil Engineering, Environmental Science, Urban or Regional Planning, Natural or Physical Sciences, Public or Business Administration, or a closely related field.
 

EXPERIENCE:  Three years of full-time water, wastewater, groundwater, stormwater, or recycled water experience performing professional-level resource planning, policy analysis, legislative or regulatory analysis, or project management. 
 
NOTES:

  • A Master's Degree in Environmental or Civil Engineering, Environmental Science, Urban or Regional Planning, Natural or Physical Sciences, Public or Business Administration, or a closely related field may be substituted for a MAXIMUM of one year of the required experience.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

 

LICENSE:  A valid California Class C Driver License may be required at the time of hire.
 
 HIGHLY DESIRABLE:

  • Strong understanding of the regulatory framework for water, wastewater, groundwater, stormwater, or recycled water issues.
  • Strong understanding of state and federal legislative processes.
  • Superior analytical and organizational skills.
  • Superior knowledge and experience in technical writing.
  • Superior knowledge and experience in geographic information systems (GIS)
