The United States Bankruptcy Court for the Northern District of Ohio is accepting applications for the position of Assistant Director of Information Technology (IT). The court serves the 40 northernmost counties in the State of Ohio and is headquartered in Cleveland, with additional locations in Akron, Canton, Toledo, and Youngstown. The Assistant Director of IT reports to the Director of IT and acts on his behalf in his absence. Occasional travel is required.

Representative Duties:

  • Coordinate the development, implementation, and maintenance of IT infrastructure systems within the court. Ensure the court’s IT infrastructure provides a responsive, reliable, and secure environment for delivering all Judiciary-developed, locally developed and approved commercial off-the-shelf (COTS) applications and systems. Recommend and implement changes and upgrades to improve systems, and lower recurring costs.
  • Manage, develop, and mentor the IT infrastructure staff responsible for the court’s automation infrastructure, which includes the local area network (LAN), voice over Internet Protocol (VoIP) telephony, telecommunications, courtroom technology (audio, video, and evidence systems), servers, workstations, storage area networks (SANs), office automation, equipment monitoring systems, and automation security systems. Recommend appropriate training for staff and ensure they are cross-trained to the extent possible to maintain infrastructure reliability.
  • Coordinate with the Administrative Office (AO) Network Management Facility personnel to maintain the court’s wide area network (WAN).
  • Specify, install, configure, upgrade, maintain, and support the court’s Windows server and desktop environments so that systems are available, reliable, responsive, and secure to all end-users during business hours.
  • Ensure server room and data closet support systems, such as uninterruptible power supplies (UPS), data closet and server room heating, ventilation, and air conditioning (HVAC) systems, are scheduled for preventative maintenance on a regular basis.
  • Establish infrastructure standards, assign, and review work, evaluate performance, manage workflow, establish priorities, manage multiple work assignments, and set deadlines for the infrastructure staff.
  • Develop and implement short-term and long-range IT infrastructure improvement plans.
  • Ensure all systems are secure by applying all patches and hot fixes in a timely manner.
  • Develop, test, and document appropriate backup procedures and disaster recovery plans.
  • Ensure system configurations, security policies, and procedures are documented.
  • Ensure the court’s courtroom technology systems are properly configured, maintained, upgraded, and supported so the court’s staff can conduct and support hearings. These systems include control systems, audio systems, recording systems, video conference systems and evidence presentation systems.
  • Ensure robust monitoring systems are installed, configured, upgraded, and maintained to alert appropriate IT staff when server room or data closet environments or systems are outside established parameters.
  • Ensure there is a separation of duties between program development and systems administration.
  • Ensure the court’s infrastructure staff strives to meet all parameters as defined in the IT Security Scorecard, and consistently works towards continuous improvement in the court’s IT security posture. Respond in a timely manner to Security Operations Center (SOC) notifications and all high-risk vulnerabilities are mitigated prior to deployment of a system. Ensure system log files are collected, analyzed, and stored according to AO policies and procedures.
  • Meet with IT staff and Automation Specialists to determine IT needs for the court, and as needed with managers, judges, court unit executives, other court units, and vendors. Remain current regarding emerging technologies and security issues.
  • Ensure that infrastructure staff research and evaluate appropriate replacement systems when the court’s infrastructure equipment is declared-end-of-life and develop and deploy replacement strategy to assure ongoing vendor support.
  • Responsible for maintaining the court’s commercial-off-the-shelf (COTS) software licenses and ensuring the authorized license usage is not exceeded.
  • Develop configuration standards for all infrastructure systems. Ensure the court’s servers (e.g., VMWare, Linux, Windows), storage area networks, databases (e.g., Informix, MySQL, and MS SQL), and applications are maintained and managed in accordance with the standards defined by the infrastructure staff and the IT Security Policies.
  • Analyze data from the asset and patch management, log collection, vulnerability scanning, end-point protection, and firewall tools for security incidents. Ensure corrective action is taken according to risk severity. Adhere to and enhance the court’s IT security posture by conducting network security assessments. Prepare and test backup and recovery procedures and disaster recovery plans.
  • Demonstrate and utilize efficient project management techniques for IT infrastructure projects.
  • Ensure the automation equipment inventory is maintained and up to date.
  • Have secondary responsibility for management of the IT maintenance agreements, IT procurement, and development of the IT spending plan.
  • Other duties as assigned.

Required Qualifications:

  • A bachelor’s degree from an accredited college or university in Computer Science, Information Systems, Engineering or a related field, or relevant certifications or three years’ experience in a managerial role within IT.
  • At least five years of specialized experience with systems administration; administration of virtualized server environments; storage area networks; and securing, supporting, and maintaining data networks.
  • Experience with Microsoft Windows domain administration, Microsoft licensing and client deployment.
  • Experience working with outside vendors to procure hardware, maintenance, and support contracts.
  • Understanding of Linux server administration.
  • Expertise in implementing, configuring, and testing IT solutions.
  • Excellent oral, written, and interpersonal communication skills.
  • The ability to multitask, manage projects efficiently, and meet established deadlines.
  • The ability to exercise good judgment and take initiative.
  • The ability to work collaboratively with a team.
  • The ability to interact with non-technical users in a professional and supportive manner.
  • The ability to travel is required. Travel requirements would be considered light.

Preferred Qualifications:

  • At least five years’ experience managing a group of dynamic IT infrastructure professionals that cover a broad range of responsibilities.
  • Agile project management skills are a plus.
  • Familiarity with security reporting, security policy writing/review and auditing of an IT environment.

Starting Salary:

This is a full-time, Court Personnel System position with salary commensurate with experience and qualifications within the range of CL Grade 29 (Step 1 $86,393 to Step 61 $140,419). First-time hires to the federal government typically start at the Step 1 beginning salary in the range for their respective grade level. The Court Personnel System is divided into a developmental range (Steps 1-24) and a full performance range (Steps 25-61). Salary and promotion eligibility guidelines established by the Administrative Office of the United States Courts govern progression and accompanying salary increases within each range for the duration of one’s judiciary employment.

Conditions of Employment:

Employees of the United States Courts are not included in the government’s Civil Service classification and are considered “at will” employees.

Applicants must be United States citizens or lawful permanent residents actively seeking citizenship. The Assistant Director of IT position is a High-Sensitive position within the Federal Judiciary. As a condition of employment, the selected candidate must successfully complete an Office of Personnel Management moderate risk background investigation (including FBI National Criminal History Fingerprint check, a credit search, references, and a five-year local law enforcement and court records review). Employment will be considered provisional, pending a favorable suitability determination based on the results of the background investigation. The Assistant Director of IT will also be subject to updated background investigations every five years.

The Federal Financial Management Reform Act requires direct deposit of federal wages.
