The State of New Hampshire, Department of Health and Human Services, Bureau of Emergency Preparedness, Response, and Recovery has a full time vacancy for Communication Strategy Specialist. This is a grant-funded position and is subject to renew every 2 years.

SUMMARY:

To evaluate work procedures and to plan the development and modification of data, policies, and procedures for state use in planning, developing, and implementing agency programs to meet the information sharing and emergency public information and warning mass-reach health communication needs. To meet the requirements identified in the Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) grants.

 

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with major study in public health, health communications, health education, public relations, marketing, project management, emergency management, adult education, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' professional experience in public health, health care, health education, public relations, emergency management, project management, adult education, or marketing with an emphasis on emergency or program management, with responsibilities in program research, planning, monitoring, and evaluation.

OR

Education: Bachelor's degree from a recognized college or university with major study in public health, public relations, health communications, health education, marketing, project management, emergency management, adult education, or related field.

Experience: Five years’ professional experience in public health, health care, health education, public relations, emergency management, project management, adult education, or marketing with an emphasis on emergency or program management, with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid New Hampshire driver’s license or access to transportation for statewide travel.

 

RESPONSIBILITIES:

  • Using public health data and analysis, plans, creates, delivers, and evaluates the effectiveness of emergency risk communication and information sharing platforms, and other program-specific mass-reach health communication to comply with state and federal laws, PHEP & HPP grants, and program plans.
  • Researches, develops, and drafts program communication, media initiatives, and educational materials to comply with state and federal laws, grants, and program plans. Reviews, modifies, and implements policies and procedures for information sharing initiatives and program operations.
  • Prepares and reviews communication strategies and works with stakeholders and contractors for the delivery of required services. Provides information and interpretation to other agencies, programs, and the public regarding program planning and implementation relative to communication initiatives across the PHEP & HPP grants and works in conjunction with local healthcare organizations, state, and federal partners.
  • Analyzes and interprets program data, metrics, and information to develop, implement and evaluate programs’ communication across social and traditional media platforms. Analyzes reports to ensure compliance with planned outreach strategies and to meet requirements.
  • Develops and maintains a communication plan to ensure the delivery of public health messages between healthcare organizations and state agencies via web-based and portal-based mechanisms.
  • Monitors initiative and program activities, clarifies information to ensure uniformity and adherence to policies and procedures. Reviews research and presents program status reports and other informational reports for use by administrators in decision-making around policy development and administrative processes.
  • Develop and deploy culturally and linguistically appropriate and relevant communications, which includes working with community stakeholders to create effective and culturally resonant materials for the intended population.
  • Utilizes quality improvement tools and methods to improve communication and public health systems, processes and outcomes for the PHEP & HPP grants.
  • Prepares and reviews grants and contracts for the delivery of required services. Presents findings to professional audiences at workshops and conferences and meetings. Participates in Division-level strategic priorities on communication planning activities.
  • Effectively communicates electronically, orally and in writing with staff, program partners and grant officers about the PHEP & HPP programs’ goals, objectives, and strategies. Manages internal and external staff working on media activities to create and efficiently carry out the work plans.
