The Bureau of Finance and Management (BFM) is a vital component of the state’s financial operations. Our small but industrious staff work in five divisions: Budget Analysis, Accounting Analysis, Executive Management Finance Office, Financial Systems, and Internal Control.
These teams are responsible for managing the state budget process, completing the state’s annual financial report, serving as the finance office for all state bureaus, managing the operations of the state’s financial and HR systems, and implementing and managing the state’s internal control framework.
This position serves as the division director of the Executive Management Finance Office within the Bureau of Finance and Management and is responsible for the day-to-day financial functions for the internal service bureaus in state government (Finance and Management; Human Resources and Administration; and Information and Telecommunications), including, cost accounting, setting rates, preparing and negotiating the Statewide Cost Allocation Plan (SWCAP), developing budgets, and handling the day-to-day billing and accounting functions of all four bureaus. This position directly supervises nine staff members and serves as a strategic partner within each of the three bureaus, which combine to have nearly 700 staff members and annual expenses of nearly $400 million.
Duties include, but not limited to:
- Preparing and managing the budgets of each bureau;
- Analyzing revenues and expenditures to ensure proper cash flow and compliance with law, regulations, and policy;
- Lobbying and testifying before committees of the South Dakota Legislature pertaining to fiscal matters of the bureaus;
- Overseeing the preparation of quarterly and annual financial statements of the bureaus;
- Establishing rates charged to entities that use the services of the bureaus;
- Overseeing the preparation of the Statewide Cost Allocation Plan to ensure compliance with federal regulations and cost allocation guidelines;
- Negotiating the Statewide Cost Allocation Plan with the federal government;
- Overseeing the preparation of the Treasury-State Agreement;
- Responsible for the day-to-day accounting functions of the bureaus, including, paying bills, creating and maintaining a chart of accounts, interpreting state accounting policies, preparing revenue and expenditure corrections, tracking lease schedules, implementing internal controls, and performing all other accounting responsibilities;
- Serving as the Internal Control Officer for each of the four bureaus; and
- Other duties as assigned.
The Ideal Candidate Will Have:
A bachelor’s degree in business, finance, economics, accounting, or some other quantitative discipline is required.
Knowledge, Skills, and Abilities:

- write technical reports or other documents based upon research, investigation, and/or analysis;

This position is exempt from the Civil Service Act.
