JOB DESCRIPTION
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. five years of technical experience in the fields of mapping or digital photogrammetry;*
Or 2. a bachelor’s degree in cartography, civil engineering, computer science, engineering technology, forestry, geography, Geographic Information Systems (GIS), geology, landscape architecture, photogrammetry, planning or surveying, including or supplemented by 18 semester credit hours in cartography, LiDAR, Geographic Information Systems (GIS), surveying, and/or photogrammetry;** AND one year of technical experience as described above.*
- Use of GIS or CAD tools to produce high accuracy base maps through digitizing and other data entry methods, in accordance with industry-accepted and well documented base mapping specifications and procedures, which may form the foundation of GIS user applications will be considered mapping experience (or photogrammetric experience if applicable). Experience limited to CAD use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience.
**You must include, with your application, a transcript or a list of qualifying courses showing the name of the course, the number of semester credit hours, dates of completion, the college or university attended, and whether the course is at the graduate or undergraduate level.
Vision Test: A vision test including near vison, far vision, and stereo vision will be required prior to appointment. You may obtain a statement of existing vision standards by writing to the New York State Department of Civil Service, Medical Review Unit, 55 Mohawk Street, Suite 201, Cohoes, NY 12047.
- For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Eligible List Appointment:
Candidates may also be qualified for permanent competitive appointment if reachable on the Mapping Technician 3 eligible list.
70.1 Transfer Qualifications:
You must be a qualified employee of New York State and eligible for transfer under Section 70.1 of the Civil Law which requires one year of permanent competitive or 55-b/55-c service as Mapping Technician 3, SG-16, Principal Drafting Technician (General), SG-16, Principal Drafting Technician (Structrual), SG-16, or Principal Engineering Technician, SG-16.
55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Duties Description
Under the direction of the Mapping Technologist 2, the incumbent’s responsibilities include, but are not limited to:
- Perform spatial analysis, data development and developing resource maps for planning documents (e.g. master plans, area development plans, operations and management plans, etc.), as well as other technical support throughout the planning process.?
- Create high accuracy base maps which include trail maps, facility site maps, topographic maps and infrastructure maps.
- Develops map standards and creates templates based on those standards. Ensures that they are comprehensive, easy to use and cartographically sound.
- Support the Real Property Section in property boundary mapping as well as acquisition mapping and analysis.
- Work with regional and district Capital staff to collect utility data that is used to support planning process decisions.
- Manage the GPS data collection efforts by the GISB. Review data collected by lower level technicians, incorporate in to master database and keep existing information up to date.
- Keep an up to date inventory of data collected and manage assignment of field data collection projects.
- Train OPRHP staff in the use of GPS equipment and best practices for use of GPS equipment and data gathered using the GPS units. Train OPRHP staff in use of GIS software.
- Research, troubleshoot and provide problems with GPS equipment and GIS software. Answer questions of Albany Office and field staff on use of GPS equipment and GIS software. Troubleshoot GPS equipment and GIS software technological problems.
