About the Position:
Under the general direction of the Office Chief for Rail Planning and Implementation, the Regional Rail Coordinator serves as the Project Manager for their Caltrans-sponsored Federal Corridor Identification and Development (CID) corridor. The incumbent is also the primary Caltrans liaison with State, Federal, regional, and operating partners to develop and provide broad oversight of integrated rail and intercity bus service planning and project development activities. Oversight responsibilities are directed by the State Rail Plan (SRP), a long-range plan developed by Caltrans and accepted by State and Federal partners that establishes the basis for prioritizing State and Federal investment in an integrated passenger rail and intercity bus network, pursuant to State and Federal law. The incumbent provides direction and coordinates the activities of partner agencies to develop service plans for passenger rail and intercity bus, and identifies capital priorities that advance the goals and objectives of the State Rail Plan. On behalf of Caltrans, the incumbent tracks the progress of all program projects and activities and assesses overall achievement of the goals and objectives of the program; develops and maintains partnerships with local and regional interests that seek state and federal funding to integrate and expand passenger rail and bus systems; coordinates and modifies timelines and activities deemed necessary by Caltrans to advance the SRP; makes decisions regarding program milestones; provides a forum for the resolution of conflicts or disputes among implementing agencies; provides specialist support to Caltrans and public advisory committees and subcommittees; reviews or prepares legislative proposals; requests, reviews and provides comments from the program on reports; and regularly communicates with the State Transportation Agency, California Transportation Commission, local and regional partners, and host railroads on implementation of State rail and transit policy priorities.
