- Conceptualizes, designs, directs, organizes, and interprets tobacco prevention program and policy evaluation studies that are highly developed in their scientific scope and complexity, incorporating social factors such as community, culture, and economy.
- Provides scientific oversight of studies funded or conducted by CTPP. Directs the development of Requests for Proposal for new evaluation studies funded by CTPP.
- Disseminates scientific study findings by preparing tobacco prevention and policy evaluation reports, peer-reviewed publications, fact sheets, talking points, and presentations.
- Develops, coordinates, and conducts technical assistance and training for community-based organizations, local health departments, and state staff regarding the evaluation of tobacco prevention interventions.
Required Experience and Education:
Either I:
Experience: One year of experience in the California state service performing scientific research duties comparable to a Research Scientist II in the stated specialty or a closely related field. and
Education: Possession of a master's degree in the stated specialty or a closely related field.
Or II:
Experience: One year of progressively responsible scientific research experience in the stated specialty or a closely related field. This experience must have included either: (1) experience with major responsibility for the design and execution of a complex, highly specialized research project; or (2) experience in the coordination and direction of a complex and difficult scientific research effort. This experience must be at a level of responsibility equivalent to that of a Research Scientist II. and
Education: Possession of a doctoral degree in the stated specialty or a closely related field

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of current communications science, theory, principles, methods, and practices
- Excellent communication and writing skills
- Ability to work in a fast-paced, changing environment
- Ability to handle multiple priorities
- Ability to work in a multi-disciplinary team including both scientific and non scientific staff
- Experience conducting both quantitative and qualitative public health program and/or public health policy evaluation studies
- Experience developing evaluation plans for health-equity focused public health programs
- Experience writing reports and conducting presentations for public health professionals and lay audiences
- Proficiency in using statistical software (e.g., SAS, R, or SPSS) to manage and analyze public health data
