Job Duties
The Virginia Department of Transportation’s (VDOT) Local Assistance Division (LAD) provides oversight and guidance to localities administering transportation projects. In addition, LAD oversees special funding programs, which include Transportation Alternatives, Revenue Sharing, and Urban Maintenance and Construction. LAD is seeking a Transportation Program Administrator that can work effectively as a member of a team to provide oversight and support to the Local Assistance Division programs.
Duties will include but are not limited to:
• Support the Locally Administered Projects Program
• Provide guidance to stakeholders on locally administered projects, including: VDOT staff, FHWA, local officials, state agencies, and planning organizations.
• Develop policies and procedures to improve workflows and ensure the overall health of the Locally Administered Projects Program.
• Provide business support to localities throughout the funding application process
• Assist in outreach and training program development
• Perform data management to support federal and state funding programs
• Analyze data and business processes, interpret results, forecast spend plans and expenditures
• Analyze business performance, provide insights, and drive recommendations to improve performance of projects and programs
Minimum Qualifications
• Knowledge of VDOT project development and delivery
• Strong Understanding of federal and state funding programs including: Transportation Alternatives and Revenue Sharing
• Experience with transportation funding application processes
• Understanding of the Six Year Improvement Program (SYIP)
• Ability to design, analyze, and implement policies, procedures, and programs
• Ability to develop training programs and materials
• Strong skills in the use of Microsoft Office, SharePoint, and web-based applications
• Ability to communicate effectively orally and in writing
• Degree in public administration, transportation planning, urban and regional planning, civil engineering or related field, or equivalent experience
Additional Considerations
• Knowledge of project lifecycle, phases, and milestones
• Familiarity in the use of GIS data and software
