Director of Training Unit/State Training Officer

This position provides management and leadership for the homeland security and emergency management training for the State of Minnesota and assure compliance with Federal Emergency Management Agency (FEMA) and state standards and guidelines. The incumbent is responsible to provide the leadership and vision to develop training program curricula and learning objectives, building and supporting a cadre of qualified instructors, and communicating with constituent groups and individuals. This position oversees all related functions as a part of its operations including external relations, public/private sector partnerships, communications (internal and external), financial and budget, strategic planning, workforce planning and administrative functions for the training program (purchasing, payroll, grants, contracts).The incumbent will evaluate ongoing training effectiveness in comparison to the established objectives and modify as necessary, and oversee the administration of HSEM’s training registration processes and procedures.  This position is a key member of HSEM’s leadership team, contributes expertise to address division-wide issues, designs and delivers training topics as needed and appropriate, and provides expert consultation to subject matter experts regarding adult learning strategies and applications.

Qualifications

 

Minimum Qualifications

  • Four (4) years of experience in administering, coordinating or leading a training program. Doctorate degree may substitute for two years of experience; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience; Associate's degree may substitute for 6 months experience. 
  • Strong written and oral communications skills to present information to stakeholders and lead meetings.
  • Working knowledge of Emergency Management sufficient to lead training program
  • Knowledge of training adult learners
  • Demonstrated critical thinking problem-solving and organizational skills to lead, assess and develop training programs
  • Strong collaboration skills, ability to form working relationships with diverse workgroups and on different organizational levels.

Preferred Qualifications

  • Advanced degree in Emergency Managment, Training or related field.
  • Experience providing leadership and guidance to staff and helping build functional working teams.
  • Working knowledge of the HSEM training stakeholder groups and National qualification system.
  • Certification as a Minnesota Emergency Manager. 

Physical Requirements

This position requires occasionally moving and transporting 50 pounds items and frequently moving and transporting objects such as heavy tools and heavy file boxes. This job may require positioning self to move to a significant degree across rough terrain or may involve maintaining a stationary position for extended periods.
