The Energy Division develops and administers energy policy and program to serve the public interest, advise the Commission, and ensure compliance with the Commission decisions and statutory mandates while providing objective and expert analyses that promote reliable, safe, and environmentally sound energy services at lowest reasonable rates for the people of California. Under the general direction of the section supervisor, the incumbent will conduct complex economic, energy policy, and/or technical analyses and research to support commissioners, advisors, and administrative law judges. This analyst may act as a team leader and project coordinator on policy and projects to support energization processes and the interconnection of electric generation and storage to the electric distribution grid.

The analyst will develop and make recommendations based on independent analysis of regulatory, energy policy and technical issues and will contribute to the CPUC’s rulemakings via a wide range of work products. In addition, the incumbent will review and provide policy feedback on proposed legislative bills, and/or oversee implementation of programs that result from CPUC and legislative processes. They will also support internal processes and coordination with other sections.

The analyst will perform other work as necessary, such as writing and presenting reports, communicating with other California organizations and agencies, and responding to outside inquiries. 

The analyst will consider diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes.

CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases, though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. All State employees must reside in California.
