Under the general direction of the Program and Project Supervisor in the FERC Cost Recovery Section of the CPUC Energy Division, the Public Utilities Regulatory Analyst IV (PURA IV) will work as part of a team to advocate for California interests at the Federal Energy Regulatory Commission (FERC) involving costs, rates and policy for California electric utilities and other transmission providers. The analyst will perform complex technical, economic, and policy research and analysis in order to make appropriate recommendations on issues related to reviewing utilities’ electric transmission owner (TO) rate case filings and commenting in rulemakings at the FERC as well as California Independent System Operator (CAISO) initiatives involving wholesale markets; track and review rate case filings and data responses, and serve as general case manager; and prepare testimony, written and oral reports, data requests, and briefing packages and/or presentations for Commissioners, administrative law judges, Legal Division attorneys, and Energy Division management action, and for action by an external state or federal agency.

CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases, though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. All State employees must reside in California.
