Associate Director of Pheasantland Industries

Pheasantland Industries (PI) is a cash funded, self-supporting program within the South Dakota Department of Corrections (SDDOC). PI provides training, education, and jobs for offenders while incarcerated, instilling work ethic and marketable job skills to help them gain employment upon release from a secure correctional facility. PI offers quality products and services to South Dakota governmental entities, federal agencies, and non-profit organizations from a variety of businesses including license plate production, embroidery, cabinet manufacturing, sign production for all SD highways, and dog programs. A newly added business includes commissary fulfillment and delivery for the entire SD DOC offender population.

The SDDOC is recruiting for a dynamic leader to direct the division of Pheasantland Industries. This position reports to the Director of Finance & Administration and is responsible for developing, coordinating, managing, directing, implementing, and administering Pheasantland Industries statewide. This position supervises a staff of 13 state employees directly and through subordinate managers and directs the employment of 150 offenders on a daily basis. This position is responsible for an annual budget of $5.1 million.

Duties:

  • provide senior administrative and operational management for Pheasantland Industries;
  • implement and develop policy and operational plans including the allocation of fiscal and staffing resources;
  • management of joint ventures with external sources; development and planning for new business opportunities that impact the overall direction and function of PI operations and offender labor;
  • plan, direct, and implement industrial production and manufacturing programs, generating revenues for a cash funded division within State government;
  • provide operational oversight, holding PI programs to budget and programmatic standards, functioning within broad departmental guidelines ensuring compliance with all applicable laws;
  • collaboration with senior departmental management, other states, interagency and legislative advisory committees, building cooperative working relationships;
  • ensure profitability of programs while adhering to the SDDOC mission, maintaining security protocols in a correctional environment;
  • understand and ensure a commitment in providing exemplary customer service;
  • ensure efficient and effective customer service is provided to the stakeholders of South Dakota which includes exemplary responsiveness;
  • understand, develop, and implement performance-based outcome measures, managing effective operations while ensuring performance measures are met;
  • provide analytical expertise in strategic planning, operational effectiveness, and progressive evaluation of measurements; Identify areas for improved efficiencies and establish methods to implement and measure efficient improvement strategies;
  • understand and treat the public, staff, and offenders with professional respect and dignity through all interactions.

Knowledge, Skills, and Abilities:

  • ability to progressively manage a multiple programmatic governmental organization with efficiency and effectiveness;
  • creativity skills and the ability to develop or produce new concepts, techniques, or programs through imaginative or innovative skills;
  • proven experience in public sector budget and government financial management;
  • knowledge of legislative processes;
  • proven experience in budget, financial, and contract management;

Additional Requirement:

  • at least one (1) year as a supervisor/manager. An example is exercising span and control over subordinate supervisors to include responsibility for performance management and providing input that could affect pay, tenure or status;
  • proven experience managing staff with diverse professional experience and qualifications;
  • senior level management experience within a criminal justice or correctional environment;
  • experience with State and/or SDDOC budget processes;
  • experience managing and directing a governmental, cash funded industrial organization which includes the ability to pursue, plan and implement joint ventures while generating proven revenues;
  • thorough understanding of a multi-faceted business cooperation;
  • senior level management experience.

This position is exempt from the Civil Service Act.
This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
