Senior Technical Advisor

Senior Technical Advisor for Evaluation – Strategic Imperatives

Georgia - Full-Time - Hybrid

The Senior Technical Advisor leads evaluation of the CDC Foundation strategic imperatives and works closely with the Chief Program and Innovation Officer, C-Suite and CDC Foundation project staff to lead development of objectives and key results that guide and monitor program design and implementation. The advisor plays a pivotal role in enhancing the effectiveness of public health initiatives by leading rigorous monitoring and evaluation efforts. This position is integral to ensuring that strategies developed and funded by the CDC Foundation achieve their intended impact on health outcomes. Key responsibilities include designing and implementing robust evaluation frameworks, conducting data analysis to assess program effectiveness, and providing strategic recommendations based on evidence gathered. The advisor collaborates closely with partners, including public health officials, researchers and community partners to foster a culture of evidence-based decision-making and continuous improvement in public health interventions supported by the CDC Foundation.

This position is based in Atlanta, GA and requires at least two days a week in the office.

Salary Range: 111k-135k

Responsibilities

  • Develop and implement comprehensive evaluation frameworks and methodologies to assess the impact of public health strategies and initiatives funded by the CDC Foundation.
  • Perform rigorous data analysis, including quantitative and qualitative methods, to measure program effectiveness, identify trends, and provide actionable insights for improving health outcomes.
  • Offer expert advice and strategic recommendations based on evaluation findings to inform decision-making by stakeholders, including policymakers, program managers, and funding partners.
  • Foster a culture of evaluation within the organization and among external partners by providing training, technical assistance, and resources to strengthen monitoring and evaluation capabilities across public health initiatives, including development of new lines of business associated with evaluation.
  • Advise, partner with, and coach team members to strengthen competencies for strong, ongoing program evaluation in collaboration with the CDC Foundation program staff.
  • Provide consistent, tailored, and direct technical assistance to team members on the development and implementation of evaluation plans for prioritized program areas, including the development of evaluation questions and frameworks, and appropriate evaluation data collection instrument tools for program evaluations
  • Supervise and support collection and analysis of data for program evaluation in accordance with timeframes set forth in program and evaluation work plans
  • Review and provide written feedback on project deliverables
  • Oversee the design and implementation of performance and impact evaluations for the capacity building project
  • Supervise and mentor technical staff, fellows and/or interns
  • Represent the CDC Foundation and the project team at partnership events
  • Travels domestically or internationally as needed to represent the designated programs and the CDC Foundation (up to 20 percent annually).
  • Participate in and/or lead special projects and other duties as assigned

Qualifications and Necessary Skills

  • Master's degree in public health, public administration, community development, program measurement & evaluation, public policy or other related field
  • Minimum of 10 years of relevant experience in monitoring and evaluation with a focus on integrating evidence building into upstream public health programs
  • Experience supervising, mentoring and training staff
  • Advanced proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices
  • Experience implementing the CDC Framework for Program Evaluation in Public Health
  • Knowledge of or familiarity with the American Evaluation Association’s Guiding Principles for Evaluators
  • Experience designing or developing logic models, indicators or evaluation reports
  • Experience managing or overseeing capacity building efforts sufficient to provide advice and guidance regarding appropriate training and equipping activities
  • Ability to engage with, listen to, and learn from a broad range of evaluation partners, encouraging their meaningful participation
  • Ability to communicate in a clear, positive manner with external partners, as well as clearly communicate evaluation strategies and implications to non-technical audiences
  • Demonstrate the ability to conduct evaluation from start to finish including partner engagement, program definition, evaluation design, evidence gathering and conclusion
