Program Manager I (JR-0000956)

Responsibilities

Health Research, Inc. is seeking a Program Manager I to work in the Office of Health Equity and Human Rights (OHEHR) within the New York State Department of Health.  The Office of Health Equity and Human Rights (OHEHR) leads the New York State Department of Health’s commitment and strategy to be a diverse, anti-racist, equitable, and inclusive organization. The Office of Health Equity and Human Rights is responsible for setting and implementing an overarching vision and framework of health equity and diversity, equity, and inclusion (DEI) at the leadership, programmatic, and administrative levels.

The Program Manager I will manage and oversee a wide range of activities related to strategic initiatives, policy, and programs reflecting the mission, vision, and priorities of the Office of Health Equity and Human Rights. The Program Manager I will be responsible for policy formulation as well as program and special project management related to Office of Health Equity and Human Rights programs and initiatives. The Program Manager I will also be responsible for managing and overseeing program administration, contract management, and fiscal/budget management activities within the Office of Health Equity and Human Rights Executive Team. The Program Manager I will provide leadership, supervise staff and represent the Office of Health Equity and Human Rights Executive Team and the Deputy Commissioner for the Office of Health Equity and Human Rights. Other related duties as assigned.

 

Minimum Qualifications

A bachelor’s degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an associate’s degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff and program management. A master’s degree in a related field may substitute for one year of experience.

 

Preferred Qualifications

Master's Degree in Public Health, Health Administration, Health Science, Education, or a related field. Knowledge of and experience with applied practice of the principles of health equity (i.e. health inequities, health disparities, and/or social determinants of health). Extensive experience leading or coordinating policy and program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience working with a variety of stakeholders (i.e. government representatives, community leaders, communities of color, advocacy organizations, academic and research organizations, etc.). At least three years of experience developing and delivering presentations and reports. Demonstrated, strong organizational and interpersonal skills.

 

Conditions of Employment

Management Confidential position. 

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 15% of the time, will be required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
