Business Architect and Scrum Leader

The California Department of Public Health (CDPH) is dedicated to optimizing the health and well-being of the people of California. The Information Technology Services Division (ITSD) within CDPH advances its vision of "Healthy Individuals and Families in Healthful Communities" through the provision of high-quality information resources and technology.

The Enterprise Platform Services Branch is responsible for developing enterprise features impacting all applications while leveraging technology to advance departmental goals of reuse and sustainability.

This is an exciting opportunity to work in a fast-paced agile environment. We are a collaborative, fun, tightknit team developing and supporting applications built on a low-code/no-code framework. We are looking for a motivated self-starter who can work independently as well with a team. This is a hybrid telework position.

The incumbent works under the general direction of the Information Technology Manager I (ITM I) Chief, Enterprise DevOps Section 2. The Information Technology Specialist II (ITS II) leads communication with customers, co-workers, and management through discussions, meetings, and written documentation. Coordinates and consult with users, administrators and engineers to identify business and technical requirements. Gathers acceptance criteria to create user stories for code development. Coordinates, conducts, and participates in application walkthroughs. Coordinates, presents, and reviews proposals. Serves as a subject matter expert and primary point of contact for all aspects and stages of the application development. Conducts research and performs analysis to recommend system upgrades, cost-effective solutions, and process improvements. Provides recommendations regarding application or system issues in support of CDPH’s strategic planning and goals. Performs system analysis and design for new development and/or modifications to CDPH applications and/or systems in compliance with Department policies, guidelines, and standards. Researches new information technology (IT) technologies for general IT industry trends including, but not limited to, application development/design and best practices. Provides recommendations for new hardware/software products, patches, and functionalities. Champions adherence to consistent application of the Scrum Framework including: roles; events; artifacts; and standards for artifact transparency being done and ready. Identifies a scrum team’s gaps in the scrum framework and leads them to adopt new practices by focusing on scrum values, agile manifesto values and principles. Develops written agile user stories with acceptance criteria and breaking them down into smaller tasks. Demonstrated ability to coach, inspire and motivate people including key stakeholders (like executive sponsors, program/project managers,) to empower people to use the scrum framework.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience working in an Agile environment.
  • Experience supporting a low-code/no-code platform.
  • Experience with the Software Development Life Cycle
  • Experience with gathering Business Requirements
  • Experience managing resources and multiple projects.
