Fellowship Position Specific Description   

The Department of Health (Albany) Public Health Fellow III will work in the area of Epidemiology and Data with a focus in public health infrastructure development. This position is located in Albany, NY at the Corning Tower Department of Health Office. The Fellow will support the New York Patient Occurrence Reporting Tracking System (NYPORTS) Program, which oversees reporting on the NYPORTS online application, which is a mandatory, confidential, adverse event reporting system for all general hospitals and diagnostic and treatment centers licensed by DOH. The NYPORTS program is seeking a nurse with at least a Masters-level education and post-graduate experience working in a clinical setting, including direct experience in hospital and/or diagnostic and treatment center locations. The Fellow will primarily review adverse event submissions, assess Root Cause Analyses (RCAs) submitted by facilities that had a reportable adverse event, and perform education and outreach to licensed facilities to further strengthen the program's role in improving health care quality through non-punitive measures and best practice development. Specific functions will include:  

  • Review and coordinate adverse events requiring Root Cause Analysis.  
  • Develop and formalize all NYPORTS Program policies and procedures, including the active participation in Internal Control activities.  
  • Participate in the development of policies, procedures and training materials, and data report verification and coordination with the OPCSHM Data Management, Analysis and Research (DMAR) Group on annual statistical summaries, facility data requests and ad hoc reports.  
  • Utilize data reports from DMAR to perform outreach, education and technical assistance to hospitals and Diagnostic & Treatment Centers to improve reporting compliance and to strengthen the reporting facility’s event investigation, quality of RCA submission and implementation of corrective measures.

This position is up to 50% remote after 1 month of full in-person training.
