This position requires the incumbent maintain consistent and regular attendance; communicate effectively (orally and in writing) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and adhere to departmental policies and procedures regarding attendance, leave, and conduct.
The Senior HPD Medi-Cal Specialist will lead the development of a multi-departmental system that incorporates Medi-Cal data into California’s All-Payer Claims Database (APCD), known as the Health Care Payments Data (HPD) System. The incumbent is an advisor that demonstrates strategic leadership, guidance, and expertise in Medi-Cal data; and how it may be used for the HPD System. The incumbent optimizes and applies information technology architecture solutions and advises management and executive-level staff on the processes, policies, and governance for securely integrating Medi-Cal data into the HPD System. The incumbent will implement information assurance principles and organizational requirements to protect the confidentiality, integrity, availability, authenticity, and non-repudiation of Medi-Cal data.
To deliver data and information to the HPD System, the Senior HPD Medi-Cal Specialist shall: apply emerging technologies to support the secure and confidential transfer of healthcare data between DHCS and the HPD System; develop and modify technical specifications; develop and implement standards and controls; contribute in the planning of the information technology strategy; maintain system architecture across multiple platforms; provide knowledge of the principles and practices associated with design and implementation of specialized health care IT systems; and coordinate infrastructure system design, modification, upgrades, and implementation.

Do you have the following education or experience?
One year as an Information Technology Specialist I; or
Five years of information technology experience, one year of which shall include experience in a lead or expert capacity performing a variety of progressively responsible technical or analytical tasks for computer systems or services in one or more of the major six domains or a closely related or emerging information technology field.
A bachelor's or higher degree from an accredited college or university may substitute for four years of the required general information technology experience. An associate's degree from an accredited college may substitute for two years of the required general information technology experience. Only one degree may be used for substitution.
When using education to meet minimum qualifications, education must include 15 semester units (or 22.5 quarter units) of information technology or closely related course work.
