Essential Functions

Manages, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals: interviews and hires new employees; coordinates and supports professional growth and development opportunities.

Directs and coordinates library operations and work activities: evaluates effectiveness of library services; organizes and prioritizes workload; makes work assignments; monitors status of work in progress and inspects completed work; reviews work requirements with staff; troubleshoots and assists with complex or problem situations; and provides direction, advice, and technical expertise.

Oversees collection development and management, facility and grounds maintenance, technology, programs, capital projects and services.

Consults with Library Board of Trustees, County administrators and elected officials as needed to review department activities, provide recommendations, resolve problems, and receive advice and direction: attends meetings and serves on committees as needed; and provides information and makes presentations as requested.

Maintains awareness of future library service trends and local opportunities in order to position library for optimal public service delivery: conducts research and studies to analyze and compare library operations with other library organizations; compiles or monitors various statistical data; and analyzes data and identifies trends.

Develops, defends, and implements department budget that includes county and state: determines budget needs and allocations; monitors expenditures and revenues to ensure compliance with approved budget; coordinates with division staff members regarding division budgets; and maintains related documentation; oversees grants and programs, seeks potential local, state and federal funding as appropriate.

Prepares annual work plan: develops and implements long- and short-term goals and objectives; develops and implements library policies and procedures; and reviews and modifies policies and procedures as appropriate.

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures and initiates any actions necessary to correct deviations or violations.

Directs the library's communication and engagement: performs public relations and customer service duties; represents the library to the community; interacts with the media; gives speeches and makes presentations; provides information and assistance regarding library programs and services; receives and responds to questions, complaints, and concerns; and initiates problem resolution.

Maintains a current knowledge of applicable laws and regulations, new technologies, trends and advances in the profession: reads various books, literary journals and publications, and other professional literature; maintains professional affiliations; and attends workshops, training sessions, and continuing education opportunities as appropriate.

Performs other related duties as assigned.

Minimum Qualifications

Master's Degree in Library Science; supplemented by ten (10) years of progressively professional experience in library operations and administration and five (5) years of lead or supervisory experience in the field.

Licenses and Certifications

Must possess and maintain a valid Georgia Librarian certification prior to start date.

Physical Abilities

 

Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements

Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions.
