General Description: The Utilities O& M GIS Analyst develops and maintains ESRI Geographic Information Systems (GIS) databases.  Interprets moderate to complex utility documents, engineering plans, creates maps, legal descriptions and input required data into the GIS System.  Generates reports, charts and graphics to support utilities business decisions.  Develops and maintains ESRI Web Application and Web Maps.

Essential Job Functions: 

  • Supports development and maintenance of an accurate sustainable geospatial model of Pasco County.
  • Develops modeling methodologies, coordinate geospatial data collection, management, and analysis, and generate project maps and presentations to meet the analytical and technical needs of the Utilities O&M Department.
  • Develops and maintains ESRI Web Application and Web Maps.
  • Receives, collects, and organizes water, reclaimed water, and wastewater assets, field data, reports, notes, sketches, and projects.
  • Updates and revises individual and overall AutoCAD Atlas and GIS Datasets based on field information and record drawings.
  • Provides support to field teams for use of GIP/GPS Data Collection equipment and mobile applications.
  • Provides training on use of equipment and software applications.
  • Ability to lift 40 pounds.

Knowledge, Skills and Abilities:

  • Knowledge of cartographic design, analytic methodology, map production, ability to query, search and retrieve geospatial data in various database systems.
  • Knowledge of spatial data compilation, manipulation, and data modeling methods.
  • Knowledge geo-referencing systems, datums, map projections, land surveying and GPS, digitizing, field data collection, metadata, workflows, and standards.
  • Ability to establish and maintain effective working relationships with consultants, contractors, other governmental agencies and the general public.
  • Knowledge of AutoCAD software.
  • Knowledge of ESRI Online & Portal Web Application and Web Map Development.
  • Ability to read and interpret record drawings, as-builts.
  • Knowledge of utilities assets and their functions & symbology, review & compare map data, layers to correctly represent field data.
  • Ability to lift 40 pounds.

Minimum Requirements:  

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication.  Ability to lift 40 pounds.


EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor’s Degree with major course work in Geography, GIS, Engineering, or in a field related to the job, plus two (2) years related experience in developing and implementing a comprehensive utility geographic information systems.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. GISP or ESRI Technical Certification is preferred.
