Real Estate Appraiser II

Under direction and supervision, responsible for residential real estate property appraisal, i.e. the determination of value for assessment of Fairfax County properties. Makes appraisals of residential classes of real estate (single family detached houses, condominiums, attached and townhouse dwellings). Appraises complex vacant residential sites and subdivisions, as well as special purposes properties such as churches and schools. Performs office research and field inspections of residential properties to gather data required for appraisals. Defends assessments in the administrative appeal process and at the Board of Equalization level. Meets with taxpayers, property tax representatives, attorneys and County officials to explain the assessment process. Prepares special reports and analyses of economic data. 

Illustrative Duties

Collects data for appraisal analysis of commercial and complex residential properties;
Analyzes data and applies income approach as well as other traditional approaches in determining property value;
Defends assessments in the administrative appeal process and before the Board of Equalization;
Assists the litigation team in preparing the defense of assessments in Circuit Court;
Responds to requests for assessment information and interpretation of the appraisal process from County officials and staff, the Board of Equalization, property owners and the public;
Assists in the training of new Real Estate Appraisers;
May provide leadership for major appraisal projects. 

Required Knowledge Skills and Abilities

Knowledge of the principles and practices of appraising commercial and complex residential properties;
Knowledge of local government tax assessment principles, policies, and procedures;
Ability to compute real estate values using income, market sales and cost appraisal methods;
Ability to organize and summarize facts related to appeal cases;
Ability to communicate effectively, both orally and in writing;
Ability to maintain effective working relationships with County officials, staff and citizens. 

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree; plus three years field experience in the appraisal of real property.

CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check, and a driving record check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

  • Certified Residential or Certified General Appraisal License, or
  • Designation from the International Association of Assessing Officers (RES, CAE) and/or the Appraisal Institute (MAI, SRA, SRPA).
  • Experience in mass appraisal for real estate assessments.
  • Proficient in Microsoft Office (Word, Excel).


PHYSICAL REQUIREMENTS:
Ability to physically measure residential property construction, including houses, decks, additions, etc. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel Interview and may include a practical exercise.
