Job Summary: We are seeking a highly skilled and experienced Program Manager to oversee our Leave of Absence (LOA) program. As the Program Manager, you will play a critical role in ensuring that our company adheres to all relevant regulations and provides comprehensive support to employees requiring leaves of absence (LOA) or accommodations under the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), as well as short-term disability (STD) and long-term disability (LTD) programs. The ideal candidate will have a comprehensive understanding of employment laws, particularly pertaining to ADA, STD, and LTD regulations as well as state and federal laws regarding FMLA. You will oversee the development, implementation, and ongoing management of policies, procedures to ensure compliance with all relevant laws and regulations while also supporting employees through various leave programs working closely with HR, legal, and other relevant stakeholders to ensure compliance and promote a supportive and inclusive work environment.

 

Key Responsibilities:

  • Policy Development and Compliance: Develop and maintain comprehensive policies and procedures related to leave of absence, FMLA, STD, LTD, and ADA compliance, ensuring alignment with federal, state, and local regulations. Serve as a subject matter expert and primary point of contact for employees and managers regarding all LOA related inquiries.

 

  • Legislation and Regulations: Monitor changes in legislation and regulations, pertaining to leave management and disability accommodations, and update policies accordingly to ensure compliance.

 

  • Program Management: Oversee the administration of LOA, FMLA, STD, LTD, and ADA compliance programs, including eligibility determination, documentation review, and communication with employees, managers, and third-party vendors.

 

  • Training Programs and Education:  Develop and deliver training programs and resources to educate employees, managers, and HR personnel on their rights and responsibilities under FMLA, LOA, STD, LTD, and ADA compliance requirements, including rights, responsibilities, and best practices.

 

  • Employee Support: Serve as a primary point of contact and support for employees seeking information and assistance with LOA and ADA accommodations. Provide guidance and support throughout the leave process, ensuring smooth transitions and effective communication to employees navigating the leave request process, including assistance with paperwork, accommodation requests, and return-to-work planning.

 

  • Case Management: Manage LOA cases from initiation to closure, including coordinating with employees, managers, HR, and external vendors as necessary. Ensure accurate and timely documentation and maintain confidentiality.

 

  • Accommodation Management: Collaborate with employees and managers to identify reasonable accommodations for employees with disabilities, ensuring compliance with ADA requirements and promoting an inclusive work environment.

 

  • Data Analysis and Reporting: Collect and analyze data related to LOA usage, ADA accommodations, and compliance metrics. Generate regular reports and insights to inform decision-making and identify areas for improvement.

 

  • Continuous Improvement: Proactively identify opportunities to enhance processes, policies, and systems related to LOA and ADA compliance. Implement solutions to streamline operations and improve the employee experience.

 

  • Data Management and Reporting: Maintain accurate and confidential records of all leave requests, accommodations, and related communications, ensuring compliance with data privacy regulations.

 

Required License/Certification, Education and Experience:

  • Authorized to work in the United States
  • Bachelor’s degree in human resources, Business Administration, or related field. Advanced degree preferred.
  • Must possess extensive experience, at least five (5) years or more in HR, with a focus on leave management, ADA compliance, or related areas.
  • Strong knowledge of federal, state, and local employment laws, including FMLA, ADA, and related regulations.
  • Excellent communication and interpersonal skills, with the ability to interact effectively with employees at all levels of the organization.
  • Proven ability to manage complex projects and initiatives, with strong attention to detail and organizational skills.
  • Experience with HRIS and leave management systems (e.g., Workday, DayForce, FMLASource) preferred.
  • Professional certification in HR (e.g., PHR, SHRM-CP) or leave management (e.g., CLMS) a plus.
