This Direct-Hire position is in the Food and Drug Administration and is located in the Center for Tobacco Products, Office of Science, Division of Research and Knowledge Integration. In this position, the incumbent will evaluate tobacco regulatory science programs to provide knowledge products and research findings and conduct research related to the regulation of tobacco products and its impact on public health.

The selectee will serve as a Health Scientist. Typical work assignments include:

  • Planning, coordinating, and facilitating research activities and knowledge management responsibilities to ensure knowledge capture and exchange.
  • Serving as a research specialist for tobacco policy and regulation and their effect on public health.
  • Delivering briefings for both internal and external partners based on tobacco regulation science research portfolio findings in support of Agency recommendations.
  • Advising regulatory officials on the application and integration of research in tobacco regulation both in writing and verbally.

 

Qualifications

The position of Health Scientist falls under the 0601 occupational series. To qualify for this position at grade GS-11/12, you must meet requirements by 11:59 pm EST on 07/17/2024.

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualifications/Specialized Experience.

Basic Requirements
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

Minimum Qualifications:
GS-11:
Specialized Experience: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Reviewing data, literature or study findings to create scientific reports;
  • Assisting with scientific research to obtain information on the impact to public health; and
  • Participating in the appraisal of programs to make public health decisions.

NOTE: The contents of your resume MUST support your claim of specialized experience.

OR

Education: Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (official or unofficial) to support your claim.

OR

Combination of experience and education: Combination of specialized experience (less than 1 year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. NOTE: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible.

Specialized Experience:
GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Conducting research to provide health science data or findings;
  • Analyzing scientific program evaluations to recommend policy or procedural improvements; and
  • Evaluating scientific reports, methods, procedures or literature to consult with various stakeholders.
