Senior Health Care Fiscal Analyst - (NY HELPS) 82633

Minimum Qualifications

Permanent transfer candidates: Current NYS employee with one year or more of permanent or contingent-permanent service in a title eligible to transfer under Section 70.1, or Section 70.4 of the Civil Service Law to a Senior Health Care Fiscal Analyst (G18), Health Care Fiscal Analyst Trainee 1 (NS), or Health Care Fiscal Analyst Trainee 2 (NS).

NY HELPS public candidates: A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing and two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.

Strong analytical thinking, writing and time management skills; the ability to effectively analyze financial statements; a working knowledge of the state, federal and other third-party reimbursement methodologies; the ability to communicate effectively both verbally and in writing; and strong competency with Excel software applications.

 

Duties Description

This position will be primarily responsible for assessing Article 28 facility financial needs, making recommendations, and facilitating implementation of transformation plans associated with funding from State operating assistance programs and capital grant awards. This position will also monitor provider performance against a plan for these essential financially distressed facilities. Other responsibilities of this role may include financial reviews to assess financial capability and feasibility for Certificate of Need (CON) applications filed with the Department of Health (DOH) and justification of need for health facility restructuring pool (HFRP) loan assistance from the Dormitory Authority of the State of New York (DASNY).

The work with financially distressed facilities will include review and analytical thinking of annual budgets and financial statements received from providers for operating assistance, assessment of need for and level of funding, and monitoring cash flow statements provided to the Health Economics and Provider Assessment Division. This position will also conduct periodic studies, analytical analysis, and reviews of the long-range financial prospects of individual hospitals and other distressed facilities requested by Department of Health executive staff. The financial analysis for CON applications will include evaluation of CON applications for construction projects, service reconfigurations and the establishment of new facilities or operators and related preparation of reports recommending project approval or disapproval to the Public Health and Health Planning Council.

All job duties will require active participation in conference calls and meetings with distressed facility leadership and staff, as well as DOH and other State stakeholder groups such as Department of Budget and Grants Management Bureau.
