The Center for Family Health is one of eight Centers within CDPH, comprised of three divisions; the Genetic Disease Screening Program, Maternal, Child, and Adolescent Health Program, and the Women, Infants and Children Supplemental Nutrition Program, this Center is committed to protecting and promoting the health individuals, pregnant people, and their children.

Primary functions of the Center for Family Health are to; lead programs that support pregnant people and new parents, collect, analyze, and report California data on the health and well-being of families, screen pregnant people and new babies for life-threatening genetic conditions, assess their programs to understand if they are helping their families towards better health and engage in continuous quality improvement, develop communication and educational materials on topics related to health and pregnancy, infants, and adolescents, and continued commitment to ending inequities in maternal and infant health outcomes.

The Public Health Medical Administrator II, CEA (PHMA II, C.E.A.) will serve as the Director of the Genetic Disease Screening Program. This individual will be responsible for the follow-up of all positive and inadequate test results for both the Newborn and Prenatal Screening Program as well as critical decisions affecting the design and rollout of screening for new disorders at the CDPH Laboratory in Richmond, CA as well as the five regional screening laboratories around the state.

The PHMA II, C.E.A. plans, organizes, coordinates, directs, and supervises the implementation of one of the world’s largest screening programs and is responsible for administering the $180 million dollar budget supported by fees. In addition to the screening programs, the PHMA II, C.E.A. is responsible for administering and monitoring the California Birth Defects Monitoring Program, a public health program which collects and analyzes data to identify opportunities for preventing birth defects and improving the health of babies; and overseeing the planning, development, implementation and monitoring of the California Biobank Program, which represents the combined biospecimen and data resources of the screening and monitoring programs.

Please note candidates applying for the PHAM II, C.E.A. classification must be in possession, or in the process of securing approval, of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance, or the California Board of Osteopathic Examiners. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate.

GDSP is looking for motivated candidates that have the following:

  • Knowledge of principles and practices of general medicine with particular emphasis on public health.
  • Knowledge and experience using multiple disciplines (i.e., Genetics, Immunology, Microbiology).
  • Experience and comfort working with Lab Information or Screening Information Management Systems (LIMS/SIMS).
  • Experience managing processes and procurement across large matrixed organizations.
  • Experience analyzing program data for reporting and presentation.
  • Experience managing resources and workflows to ensure operational goals are met successfully.
  • Demonstrate problem solving, critical analysis, initiative, judgment and decision-making skills.
  • Demonstrate the ability to establish priorities, manage shifting priorities, and handle numerous time-sensitive projects with multiple deadlines.
  • Demonstrate solid planning and organizational skills.
  • Demonstrate experience working independently and as part of a team.
  • Excellent interpersonal, written and oral communication skills.
  • Strong relevant subject matter knowledge.
  • Ability to direct the work of others.
