Job Summary

As a Solid Waste Training Specialist at the Minnesota Pollution Control Agency (MPCA), you will coordinate, develop, implement, and manage the certification and training program for solid waste landfill facility operators and inspectors. This position provides a blend of technical and administrative expertise to support the educational needs of the regulated solid waste industry. Duties include but are not limited to material development, training, exam writing and administration, on-site technical assistance, internal and external stakeholder management, and implementation of the solid waste need-to-know methodology.

Qualifications

Minimum Qualifications

Bachelor's degree in an environmental protection or related science area and two (2) years of professional environmental experience that includes solid waste and training experience. OR

Three (3) years of professional environmental experience that includes solid waste and training experience. 

AND

A current Type II/III Solid Waste Landfill Operator Certificate or the ability to obtain one within 6 months of employment.

Demonstrated presentation skills with good communication, problem solving, planning, organizational, and computer skills.

Human relations skills sufficient to communicate effectively and build networks of colleagues throughout the public and private sectors.

Possess a valid Driver’s license (see additional requirements).

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Experience in the area of solid waste landfill facility operations and technical understanding of solid waste management industry, the operations, and regulatory requirements of permitted facilities.

An understanding of federal, state, and local environmental programs and regulations for solid waste management.

Ability to:

Make decisions on complex and controversial issues related to day-to-day program operations.

Identify training needs and develop curriculum to meet needs.

Present training materials to a wide variety of adult learners.

Foster and develop positive working relationships with operators, engineers, consultants, city administrators, and external stakeholder organizations.

Physical Requirements

Requires occasionally moving such articles as file boxes, training materials and equipment or heavier materials with help from others and/or moving light objects frequently. A job is in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.

Additional Requirements

This position requires successful completion of the following:

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
