Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Part-Time Senior Procurement Officer (Wage) in our Administrative Services Division (ASD)! This position is located in Richmond, Virginia.

This advanced level professional purchasing position procures a variety of non-professional goods and services, in an efficient and cost-effective manner to support operations throughout the agency in accordance with established procurement laws, rules, regulations, policies and procedures.

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

Procurement of Goods and Services – Responsible for the procurement of a variety of non-professional goods and services. The selected candidate will perform complex competitive procurements. Independently writes and issues IFBs and RFPs. Conducts pre-specification, pre-bid, pre-proposal and post-award conferences. For RFPs: prepares formal negotiation strategy, leads negotiations and prepares final contracts. Receives and evaluates bids and proposals and makes award determination.

Contract Administration – Coordinate and analyze feedback on contracts. Recommend default actions and contract cancellation. Find alternative sources. Administer contracts or designate an administrator. Serve as liaison between vendors and users. Independently writes and issues IFBs and RFPs. Conducts pre-specification, pre-bid, pre-proposal and post-award conferences. For RFPs: prepares formal negotiation strategy, leads negotiations and prepares final contracts. Receives and evaluates bids and proposals and makes award determination.

Contract and Procurement Documentation - Assist users in selecting best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for contract term. Provide guidance to end users on contract-related discrepancies. Establishes, manages, maintains and administers various types of contracts.

Interpretation of Policies and Procedures - Follow policies and procedures for the Governor’s initiative for Small Business and Supplier Diversity (SBSD) certified small business participation.

The position you are applying for is an Hourly/Wage position. Hourly (wage) employees may not work more than an average of 29 hours a week and cannot exceed 1500 hours the wage employment year (5/1 - 4/30). This position does not include health insurance, retirement or paid leave benefits.

Minimum Qualifications

  • Experience formulating term contracts for the purchase of goods and services.
  • Experience applying state, local procurement laws, regulations, and practices.
  • Ability to obtain Virginia Contracting Officer (VCO) certifications.
  • Skill in the use of computers and software applications.
  • Experience in contract administration.
  • Skill in resolving contract performance issues and disputes.
  • Skill in providing and promoting good customer service to customers.
  • Ability to process procurements in accordance with established policies, procedures and guidelines.

Additional Considerations

  • A combination of training, experience or education in Business Administration, Public Administration or related field desired
  • Possession of Certified Virginia Contracting Officer (VCO) certification.
  • Experience managing goods and services procurements in a large, multidimensional/diverse business environment.
  • Demonstrated knowledge of public procurement laws and regulations in the DGS/DPS Agency Procurement and Surplus Property Manual (APSPM).
