Supervisory Financial Analyst

This position is in the Division of Financial Responsibility Filings, Office of Registration, in the Federal Motor Carrier Safety Administration. You will serve as the Deputy Division Chief (Supervisory Financial Analyst), responsible for the management and oversight of the division. You will also work to ensure that motor carriers, freight forwarders and brokers comply with safety and operating authority regulations including financial and process agent filing requirements.

As a Supervisory Financial Analyst (Deputy Division Chief), you will:

  • Assist the Division Chief in leading the team to provide oversight and analysis of Financial Institutions issuing trust fund agreements, the self-insurance program, and Insurance Companies issuing surety bonds and commercial insurance policies.
  • Provide oversight and management of surety bond and trust fund agreements submitted by FMSCA stakeholders.  Monitor instruments and issue notices to cure to trust providers with underfunded trusts.  In collaboration with agency officials, execute suspension procedures on brokers/freight forwarders operating authority registration if available financial security fails below the required limit.
  • Manage, direct, coordinate, and supervise programs and activities for the Division of Financial Responsibility Filings. Work in conjunction with special process improvement teams to ensure that motor carriers, freight forwarders, and brokers comply with all registration and financial filings, to include process agent filings.
  • Develop policies and procedures on financial responsibility filings and process agent regulations to ensure that FMCSA has comprehensive compliance with regulations and enforcement requirements.
  • Resolve FMSCA and trucking industry stakeholder issues by proposing system enhancements, researching and/or proposing regulations, and advising insurance companies, financial institutions, brokers, freight forwarders, and/or motor carriers on applicable filings.

The Ideal Candidate will serve as the Deputy Division Chief (Supervisory Financial Analyst) who is able to perform analytical, sensitive and complex operations and reporting functions as it pertains to directing a team. Will work with multi-faceted teams to ensure compliance with commercial registration and operation authority regulations, while maintaining FMCSA’s safety mission.
