Project Officer II

Project Officer II positions supervise staff in the management of City construction projects and manage the construction of large, complex construction projects from the design stage through completion of construction; conduct project administration, monitoring, and control; and perform other duties as assigned.

      NOTES:

Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:

  • 4% effective 7/1/24
  • 2% effective 1/1/25
  • 5% effective 7/1/25  

In addition to the scheduled general wage increases, the following special salary wage increases are also scheduled to take effect for Project Officer II:      

  • 5% effective 1/1/25
  • 5% effective 1/1/26
     

MINIMUM REQUIREMENTS

 

EDUCATION:  Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).
 

EXPERIENCE:  Four years of full-time commercial, industrial, governmental, park construction or large-scale residential construction project management experience which must include BOTH of the following: Preparing and reviewing contract documents; and planning, coordinating, estimating, scheduling and inspecting construction projects.

 

LICENSE: A valid California Class C Driver License is required at the time of hire.

HIGHLY DESIRABLE:

  • Current California State Certified Access Specialist (CASp) certification.
  • Accessibility plan review/inspection experience in the State of California.
  • Capital asset related portfolio project management.
  • Government fiscal analysis of capital asset projects, including information technology assets.
  • Experience using Geographic Information Systems (GIS), ArcGIS and Information Technology (IT) systems.
  • Project controls, Critical Path Method (CPM) scheduling, and cost engineering experience using PRIMAVERA project scheduling software and other tools.
  • Report writing experience using Business Intelligence solutions such as Power BI, Tableau, Oracle BI Publisher, Primavera Analytics, and SAP Business Objects.
  • Proficiency in the use of MS Excel and MS Access advanced features.
  • Native habitat mitigation construction project management experience.
  • Current Project Management Professional (PMP) Certificate.
  • Current AACE International certification.
  • Certified Energy Manager (CEM) or similar certification.
  • Environmental mitigation, industrial energy efficiency, renewable energy generation, and greenhouse gas mitigation project management experience.
  • Reducing energy costs and implementing sustainable energy alternatives.
  • Experience analyzing energy rates and rate design structures.
  • Energy and greenhouse gas related project management experience.
  • Environmental review and permit compliance experience in design and construction project management.
