The selectee will serve as a researcher responsible for managing FHWA's asphalt materials research program; identifying, planning, conducting, managing, and coordinating research and development activities associated with asphalt and other flexible pavement materials. The incumbent will also serve as the "Federal Laboratory Manager" for the "Asphalt Binder and Mixtures Laboratory," leading nation-level research and assisting in deployment of research findings.

As a Research Materials Engineer, you will:
- Manage FHWA’s asphalt materials research program and the Asphalt Binder and Mixtures Laboratory.
- Identify, plan, conduct, and coordinate research and development activities.
- Oversee progress of studies, projects, and contracts involving asphalt materials research.
- Evaluate findings and promote the use of research results.
- Prepare technical materials for peer reviewed journals, reports, and FHWA websites.
The ideal candidate is a professional with experience in managing research and development projects, and laboratory facilities in the conduct of an infrastructure materials research program focused on asphalt and other flexible pavement materials.

McLean is an unincorporated community and census-designated place in Fairfax County, Virginia. The population of the community was 50,773 at the 2020 census. It is located between the Potomac River and Vienna within the Washington metropolitan area.
FHWA's Office of Research, Development, and Technology (RD&T) is located at the Turner-Fairbank Highway Research Center (TFHRC), a federally owned and operated national research facility in McLean, Virginia. The center houses 15 laboratories, support facilities, and data sets; and conducts applied and exploratory advanced research in vehicle-highway interaction, and a host of other types of transportation research in safety, pavements, highway structures and bridges, human-centered systems, operations and intelligent transportation systems, and materials. The laboratories at the center provide a vital resource for advancing the body of knowledge that has been created and developed by our researchers.
