Serves as a Social Scientist under the Chief of Analysis and Evaluation (AE), Deputy Chief of Staff for Operations (DCSOPS) - Defense Language Institute Foreign Language Center (DLIFLC).

Clarification from the agency

This is a Direct Hire Authority (DHA) solicitation utilizing DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive workforce. Veterans Preference and Military Spouse Preference (MSP) does not apply under this recruitment method. Positions filled under this DHA are exempt from the Interagency Career Transition Plan (ICTAP).

Duties

  • Apply professional knowledge of psychological theories, methods, or data to practical situations and problems, evaluates data and reports of previous studies, analyzes the results, and determines their applicability to the present project.
  • Design surveys and other instruments; collect, clean, manage, and analyze data using appropriate statistical techniques; write reports and presentations.
  • Review reports of other analysts for methodological relevancy and scientific adequacy of plans and for the organization of research findings, results and recommendations into briefings, professional papers, and reports.
  • Develop appropriate social science approaches for approved Priority Analytical Requirements (PAR) and projects.
  • Develop analytical/project plans and integrate into a larger program of analysis.
  • Collect data, scores, responses, code data and ensure sufficient data storage and retrieval capability.
  • Coordinate equipment and personnel requirements, apply quality control procedures, and apply appropriate scientific rigor.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Research Psychologist:
Degree: Bachelor's degree (or higher degree) with a major or equivalent in Psychology. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

GS-11 - Specialized Experience: One year of specialized experience which includes 1.) Designing data collection instruments such as surveys, focus group protocols, and interview questions; 2.) Conducting social science-focused research and analysis with a focus on adult education; and 3.) Preparing administrative or technical research documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above).

OR

Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed higher level graduate semester hours (or equivalent) beyond the first year (total higher level graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade: Time in grade does not apply because this is a DoD DHA solicitation, and subsequent appointments result in a new federal civil service appointment.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Business travel, incumbent expected to travel TDY 5% of the time.
