This Direct-Hire position is in the Food and Drug Administration and is located in the Office of Science, Division of Individual Health Science, which works in matters pertaining to policy needs and activities related to the regulation of tobacco products and its effect on public health, particularly use and prevention.
 

Duties

The incumbent will serve as a Health Scientist and will complete the following:

  • Provide scientific input to the Behavioral and Clinical Pharmacology Team Supervisors and Branch Chief, and the Division of Individual Health Science Director on issues relating to addiction, the health risks associated with addiction, abuse liability of tobacco products, and use behaviors.
  • Review a wide range of tobacco product submissions from academic institutions and industry to evaluate results related to abuse liability, addictions health risks, and use behaviors of a tobacco product.
  • Prepare comprehensive reviews of tobacco product submissions with conclusions and recommendations for revisions/acceptance/rejections of sponsor proposals.
  • Review documents submitted for regulatory action to advise management on issues related to scientific subject matter, and provides verbal and written responses on the above.
  • Monitor study progress and analyzes, drafts, and interprets scientific results.

Qualifications

The position of Health Scientist falls under the 0601 occupational series. To qualify for this position at grade GS-12/13, you must meet requirements by 11:59 pm EST on 05/14/2024.

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience.

Basic Requirements:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

Specialized Experience:
GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Reviewing clinical study or other data to evaluate the risks of tobacco products;
  • Interpreting health science literature to provide information necessary to support regulatory science decisions; and
  • Advising scientists, regulatory professionals or industry representatives on issues related to tobacco products.


GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Completing technical reviews of tobacco products to make determinations on abuse, addictiveness or other effects to public health;
  • Organizing projects or studies to obtain scientific information to support regulatory policy development; and
  • Collaborating with various scientific disciplines (i.e. epidemiology, chemistry, behavioral and clinical pharmacology) to evaluate tobacco product abuse liability or use behavior.
