Duties
The selectee will serve as a(n) Supervisory Contract Specialist in the Office of Enterprise Readiness, Procurement Division. Typical work assignments include:

  • Preparing mission analyses and assisting in finalizing statements of work/specifications; conducting advance procurement planning and market surveys that are most advantageous to the Secret Service; and exploring alternative procurement methodologies and evaluating technical and cost proposal.
  • Collaborating with the Division Chief and Assistant Division Chiefs and other Branch Chiefs on the formulation of short and long-range Branch plans, goals, objectives, manpower and requirements; and conducting continuing evaluations of the effectiveness and adequacy of Branch programs, operations work methods, and techniques.
  • Preparing written guidance and decisions to explain, negotiate and defend recommendations and decision to senior division personnel and other Secret Service senior leadership, Department of Homeland Security, other Federal agencies, and private entities on major procurement initiatives impacting Service-wide programs.
  • Representing the Secret Service in contacts, meetings, conferences, and discussions with representatives of other public and private sector agencies; and briefing and coordinating the Government's position with the negotiation team.
  • Provides authoritative interpretation of the Department of Homeland Security, Department of Treasury, General Services Administration, the Office of Management and Budget and all Federal Acquisition Regulations and procedures on implementation of those policies. Authoritative interpretation is provided, recognizing the special operations and administrative needs of the Service as well as its mission-related problems and emergencies.

If selected for this position, you will be required to:

  2. Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  3. Certify that you have registered with the Selective Service System or are exempt from having to do so, if you are a male applicant born after December 31, 1959.
  4. Financial disclosure report required. The position you will be filling has been designated by Department of Homeland Security management as requiring compliance with the ethics financial disclosure reporting. You must file an initial ethics financial disclosure report within 30 days of starting your Federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting. The report collects certain personal financial information from you so that the Department can ensure your personal financial interests do not conflict with the performance of your official duties. In addition, you will be required to complete one hour of mandatory ethics training annually for as long as you occupy a position that requires financial disclosure reporting. Acceptance of this position requires acceptance of, and compliance with, stated financial disclosure reporting requirements.

NOTE: The person selected for this position may be subject to a one-year probationary period for supervisors/managers.

Qualifications

This announcement is being advertised as eligible for remote work and locality adjustment will be added to base salary based on selected location.

You qualify for the GS-14 level (starting salary $$104,603.00) if you possess one year of specialized experience equivalent to the GS-14 level performing duties such as: Staying abreast of changes in the laws and regulations impacting the contracting/procurement function and work. Reviewing the work of others in assessing whether contracting and procurement activity is in compliance with laws, regulations, and contract or procurement terms. Representing the agency internally and externally by participating in departmental level workgroups to develop, implement, and/or improve contracting processes. Developing policies and procedures addressing the procurement of a wide variety of supplies and services.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS:
You must meet the basic requirement(s) for this position. The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs) for the Contracting 1102 series are as follows:
(A)
You must complete all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position (GS-13), and must have provided the knowledge, skills, and abilities to successfully perform the work of the position.

AND

(B)
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
