 Olympia, Washington – Thurston County

 

This position may be eligible for telework.   The default assigned work location for this position is in Olympia, Washington.  Frequency of onsite work will vary based on business and operational needs.

 

We’re looking for an IT Business Analyst to play a crucial role in providing guidance to managers, product owners, product and project managers, testers, development staff, and peers during all phases of the project and production support to ensure the results meet or exceed customer expectations. 

By supporting our mission, you will be creating more efficient functions, requirements, and business rules to leverage solutions to lower cost, deployment time, and risks associated with development and enhancement.

 

This is an opportunity to provide consultation and business expertise for the analysis, design, configuration, testing, and implementation of applications.

With your experience, you will serve as the liaison between the business and technical teams to ensure the business requirements and expectations are met, while also assisting stakeholders in clarifying business objectives and requirements and communicating them to appropriate teams for technical solutions.

In this dynamic role, you will consult, advocate, initiate, direct, plan, control, coordinate, and manage all aspects of the analysis of involved systems and businesses. 

We are seeking a candidate to elicit business requirements, provide systems analysis services, and assist with quality assurance for a variety of high-visibility IT Projects that impact the entire WDFW Agency.

 

Duties:

Here are some things you will do in this role:

 
Managing Business Requirements, Functional, and Systems Analysis: 

  • Primary accountability for the elicitation, analysis, validation, documentation, and verification of customer requirements including traceability of those requirements from request through implementation. 
  • Leads and supports analysis and eliciting of data necessary to define solution requirements for Projects, Enterprise, and COTS solutions that have significant statewide impact and are organization-wide, high risk / high impact or are mission-critical.
  • Independently analyzes, elicits, and documents requirements of complex strategic business initiatives and legislative mandates.  Identifies impacts to assigned applications and business processes. Creates functional specifications for the technology team.

 
Consulting, Innovation, and New Business Creation: 

  • Work with customer to identify and recommend IT Service offerings and set reasonable expectations for service delivery.
  • Confidently and persuasively present information both formally and informally to staff, supervisors, and executive management.
  • Maintain customer enthusiasm while interpreting and simplifying their needs into to manageable/executable expectations.

 
Business Requirements Lifecycle Management: 

  • Analyzes and maintains the relationships between requirements, designs, solution components, and other work products for impact analysis and resource allocation. 
  • Ensures that requirements and designs are accurate and current throughout the life cycle and facilitate re-uise where appropriate.
  • Assesses the value, urgency and risks associated with particular requirements and designs to ensure that analysis and/or delivery work is done on the most important requirements, based on the needs for the customer and the enterprise framework.

 
Consultation and facilitation of digital transformation solutions: 

  • Consult with customers to understand and document business requirements.
  • Author requirements docs and translate into Visio diagrams and workflows.
  • Influence consensus on streamlined processes to support reduced manual labor, enhanced records governance, and sustain an ease of access and availability in line with an Agency Data Management strategy.

 
Process and Issue Assessment: 

  • Identifies business problems and determines scope.  Leads business process re-engineering activities.
  • Documents current business process and makes recommendation on modifications to these processes to meet end user requirements. 
  • Works with customers to provide options and recommendations on procedural change.

 
WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Duties are performed in an office setting and requires extensive computer use.
  • Schedule:
    • Typically, 8:00 AM to 5:00 PM, Monday - Friday.
    • A varied schedule may be required including working Saturday, Sunday, and/or overtime during peak periods, system implementations, maintenance, and outages.
  • Travel Requirements:
    • Some travel may be required throughout the State to attend training, meetings, and conferences.
  • Tools and Equipment:
    • Laptop Computer.
  • Customer Interactions:
    • Exceptional internal customer relationships are expected.

 

Qualifications:

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in an IT related field.

And

  • Four (4) years of experience with a broad base of technologies and tools in support of the business.  This includes delivery methodologies, modeling techniques, and documentation including use cases, and user stories, for example.

Please note:

  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Special Requirement/Condition of Employment:

  • Undergo a background check, which will include fingerprinting.


PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 
 

  • Demonstrated knowledge of best practice Business Analysis methodology based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
  • Certification of Competency in Business Analysis (CCBA), Certified Business Analysis Professional (CBAP), or PMI Professional in Business Analysis (PMI-PBA)
  • Demonstrated experience presenting project artifacts verbally, written, formal, informal, official, vertical. and internal.
  • Training in Agile, Dev Ops, and/or ITIL.
  • Excellent communication skills (questioning, educating, fact-finding, persuading, negotiating, resolving, summarizing, and active listening) with ability to interact effectively with others across a broad spectrum of managerial, administrative, and professional staff.
