Financial Manager

Mental Health Support Services

Hiring Range: $76,785 - $103,658

Mental Health Support Services (MHSS), a Human Services agency of Chesterfield County has an excellent career opportunity for an experienced accounting professional. The Financial Manager must be detailed oriented, have supervisory experience and able to meet multiple deadlines in a changing healthcare environment. Applicant must have knowledge of Generally Accepted Accounting Principles, preferably with prior experience in government and healthcare accounting, Medicaid cost reports and financial reporting. HUD experience is a plus.

 

The position is responsible for oversight of the $59MM budget and general accounting operations and reporting of eight affiliated non-profit housing entities, three staff, eleven clinical and community programs (80+ cost centers), multiple federal and state grants, and Medicaid cost reporting.
 
Reporting duties include semiannual State Performance Contract, semiannual Infant Part C, annual Medicaid cost reporting for 2 Intermediate Care Facilities, various grants and monthly and quarterly budget utilization and trend analysis to Program Managers and Executive staff. Familiarity with Medicaid cost reports for Intermediate Care Facilities is a plus.
 
Prepare and monitor annual budgets for MHSS, including quarterly meetings with Executive staff and Program Managers, as well as re-forecasting year-end projections.
 
Supervise and assist in developing, revising, implementing, and maintaining financial management standards, policies, and procedures for the agency. Perform other work as required.

Successful candidate will possess a bachelor's degree in accounting from an accredited program or equivalent experience and five years of experience in accounting, preferably in a healthcare, government, and/or non-profit setting; three years (three to five preferred) of progressive leadership, supervisory, and/or management required; or an equivalent combination of training and experience. CPA preferred. Working knowledge of governmental accounting policies and procedures and experience in preparing Medicaid cost reports and State Performance Contract reporting and HUD regulations. Demonstrated ability to work independently; meet deadlines; set priorities; analyze, interpret, and apply financial regulations, policies, and procedures and solve complex issues related to fiscal data and fund sources; coordinate and prepare budges ($59MM) and detailed financial reports. Excellent verbal and written communication and customer service skills to both internal and external customers. Demonstrated ability to work with automated financial systems and multiple funding sources including federal grants.
