Citizenship Program Manager

The Citizenship Program Manager is a full-time employee who administers Literacy Network’s Citizenship program. As of this posting, 20 Literacy Network students have achieved citizenship through this program in 2024! The Manager develops communicative, goal-based language instruction in group settings to support English Language Learning (ELL) adults in achieving their goals and provides both initial training and ongoing skill development to LTE citizenship instructors and volunteer citizenship tutors. This position also manages two grants that support the program, gathering and tracking student data and outcomes, pre- and post-testing participants, and preparing grant reports.

Immediate Supervisor: Director of Program Impact

Hours: Full time at 36.5 hours/week

  • Schedule options: 
    • MTWR 12-8:30pm; Friday work from home (WFH) 8:30-1:00; OR
    • MTWR 10:45 am-8:30pm (start times may vary to equal 36.5 hours/week)
  • Hybrid/WFH options: One additional weekly scheduled WFH day (M or R), plus an additional WFH bank of 12 days (excluding any in-person class or meeting times).
  • Occasional weekend hours may be required.

Pay: $23-24/hour, commensurate with experience. Literacy Network offers full health, dental, vision, and retirement benefits as part of a generous benefits package in partnership with Tandem HR.

Responsibilities:

  1. Citizenship Instruction and Instructor Support       35%                                                                                                                     
  • Teach at least one Citizenship class. Welcome all students and offer a safe and supportive learning environment
  • Develop instructional strategies, curriculum, and materials for use in teaching ESL and citizenship to multilevel groups; arrange for appropriate substitute instruction when needed
  • Create and deliver modules to increase civic engagement among participants in accordance with grant requirements
  • Regularly assess student understanding and satisfaction
  • Implement persistence strategies and conduct student and program evaluations
  • Supervise, train and support professional development of citizenship instructor(s), including bi-weekly check-ins for new instructors
  • Facilitate activities, projects, guest speakers and field trips that provide authentic, meaningful ways for students to complete civics modules and practice their emerging English skills
  • Collaborate with Instructor Manager to conduct formal observations for instructors with citizenship class assignments
  1. Program Management       30%                                                                                                                     
  • Establish and maintain positive relationships with partner sites and immigration legal partners
  • Work with Literacy Network’s Volunteer Manager to recruit citizenship tutors when needed
  • Match and support citizenship tutors and learners
  • Develop and present relevant and engaging training for citizenship tutors
  • Develop citizenship education materials and resources to share with tutors
  • Maintain list of volunteers prepared to give mock interviews to citizenship tutoring students
  1. Grant Management        30%
  • Participate in partnership and grant meetings
  • Collect student demographic, assessment, and attendance data for grant programs
  • Maintain current, well-organized, and secure records of the above information using designated tracking systems
  • Report to grant programs according to timeline set with supervisor and Grants Manager
  • Administer TABE CLAS-E pre- and post-tests for citizenship participants according to grant assessment policies
  1. General Office Duties / Agency Representation        5%      
  • Support colleagues in staffing the Literacy Network front desk and assisting learners in person and on the telephone as needed
  • Assist with recruiting, registering, and assessing students for ESL programs as needed
  • Participate in all-staff meetings and trainings
  • Engage in professional development opportunities as applicable and as schedule permits
  • Act as a representative of Literacy Network in the community, on behalf of our student population and in service to community members seeking information on our programs and your areas of expertise

The ideal candidate is collaborative, kind, and passionate about helping others reach their goals. They are flexible and well-organized, and can work well in multicultural teams and with diverse constituencies. They are self-motivated, persistent, and remain balanced under pressure. The following skills and attributes are required:

  • Bachelor’s or Master’s degree in Education, Applied Linguistics, TESOL, Bilingual Education, reading instruction, foreign language instruction, and/or significant field or work experience in education, language instruction, workforce development, or adult literacy
  • 2+ years of language instruction experience preferred
  • Program coordination experience preferred
  • Experience working with adults from diverse backgrounds
  • Experience managing volunteers in a community-based setting
  • Excellent interpersonal and intercultural communication skills
  • Excellent written and oral presentation skills
  • Excellent organizational skills
  • Computer skills in Microsoft Office and Google Drive
  • Ability to think strategically and critically
  • Proven record of persistence in learning and meeting goals
  • Commitment to Literacy Network’s mission; interest, enthusiasm, and affinity for working with people to achieve their goals
