The State Water Resources Control Board’s Division of Water Quality has an opening for an Environmental Scientist in the Watershed & Wetlands Section. The position is located at 1001 I Street, 15th Floor, Sacramento, right in the heart of downtown next to light rail stations, other public transportation, restaurants and more.

Duties:

Under the close supervision of a Senior Environmental Scientist, the incumbent is expected to use scientific practices and technical skills and knowledge to develop and implement the statewide Water Quality Certification Program. This Program regulates discharges of dredged and fill material into state waters, and has primary responsibility to protect all state waters, including wetlands, riparian areas and headwaters from these impacts. The Program emphasizes a watershed approach in analyzing and regulating projects, which typically involve dredged or fill impacts directly and indirectly affecting hydrology, surface and groundwater quality and related beneficial uses of water.

The incumbent will: prepare Clean Water Act (CWA) section 401 Water Quality Certifications and Waste Discharge Requirements for multi-region projects; monitor and enforce project compliance; develop and implement Program regulations; comment on or prepare California Environmental Quality Act (CEQA) documents for multi-region projects; assist in project information tracking and record keeping; provide technical and administrative support to Regional Water Quality Control Board staff; and coordinate with federal, state, tribes, local agencies and other interested parties or stakeholders. The incumbent will additionally assist in Program development by analyzing and commenting on proposed legislation, writing technical papers as directed, developing policy related to statewide wetland and riparian area protection, assisting in public meetings, responding to public comments, and developing presentations and briefings.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
