Financial Services Program – Payroll Division
 Olympia, Washington – Thurston County

 

This position may be eligible for telework.  The default assigned work location of this position is in Olympia, Washington.  Frequency of onsite work will vary based on business and operational needs.

 

Perform several complex stand-alone, time sensitive duties that promote the financial accuracy and wellbeing all WDFW employee’s payroll and entitled benefits.

 

Ensure the coordination and reconciliation of employee benefits which includes insurance and retirement.

 

In this dynamic role, you will research discrepancies and makes any necessary adjustments via Benefits 24/7, WBET, HRMS, and Journal Vouchers.

 

With your experience, you will provide fiscal and data quality control by auditing payroll and benefit actions (entries) and calculations.

Here are some things you will do in this role:


Management and Reconciliation of Employee Benefits: 

  • Analyze employee master data entered by HR or Payroll staff and how it affects entries to the general ledgers.
  • Reconcile employee and employer data against reports provided from HRMS, HCA and DRS.
  • Manages all aspects of employee health benefits, dental benefits, life insurance, long term disability and retirement eligibility, sign-up, changes, inquiries, terminations, and the annual open enrollment process in accordance with all state laws, CBAs, HCA and DRS regulations and agency policies & procedures.
  • Identify, communicate, and maintain off season benefits for eligible seasonal employees.
  • Audit PEBB worksheets completed by staff for accuracy and correct benefits eligibility. Assists staff in interpreting, applying payroll and benefit laws, rules, regulations, bargaining unit contracts, policies, and procedures.

Reporting: 

  • Run existing reports in HRMS and distribute reports to payroll staff to ensure accuracy of payroll during payroll cutoff.
  • Run existing reports in Total Time. Distribute reports to payroll staff and the agency contacts to ensure accuracy of payroll during payroll cutoff.
  • Run and distribute payroll reports to agency contacts after payroll close or month close.
  • Run on demand HRMS reports when requested from agency contacts.

 
WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work environment is a busy office setting. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time. Varying degrees of activity occur in common areas during work hours, must be able to work amid distractions and interruptions. 
  • Schedule:
    • Core hours are 8:00 AM - 5:00 PM, Monday - Friday.
    • Scheduled work hours may be flexible.
    • May occasionally be required to work more than 40 hours per week or on weekends to meet deadlines during payroll cut-off and open enrollment periods. Limited leave approved during these cutoffs and open enrollment periods.
  • Travel Requirements:
    • Limited travel to attend trainings and meetings.
  • Tools and Equipment:
    • Laptop, phone, 10-key, and other common office equipment.
  • Customer Interactions:
    • Broad in scope, may include all WDFW employees, Fiscal Staff, Management, EMT, State and Federal Auditors, OFM, DES, HCA, DRS, IRS and other state and federal entities.
    • Interacts with WDFW employees daily, and occasionally assisting upset or distraught WDFW employees.

 

REQUIRED QUALIFICATIONS:

  • Associate degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.

            And

  • Three (3) years of professional experience in accounting, budget, finance, or public administration. 

Or

  • Current or recent experience as a Fiscal Analyst 2.

Or

  • Equivalent education and/or experience.

 
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Bachelor's degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Experience with Washington State Agency payroll, benefits, and leave policies and procedures.
  • Experience using Washington State Agency’s SAP HRMS with responsibility performing the following tasks: processing payroll, benefit, and leave transactions; analyzing employee leave balances; adjusting leave accruals.
  • Three (3) or more years of experience with General Ledger reconciliations.
  • Knowledge of LEAN management processes and implementation.
