Enterprise Business Analyst

The Information Technology Division of the State Court Administrator's Office (SCAO) is seeking a professional-level Enterprise Business Analyst to provide business analysis services for Minnesota Judicial Branch information technology-related projects and processes. This work consists of problem identification, requirements definition, determination of alternative solutions, and the analysis, design, development, and implementation of solutions and processes.

Example of Duties

The following are examples of major job duties expected for this position to perform.

  • Works directly with the project team to ensure understanding of the IT solution's requirements, functionality, size, and scalability.
  • Facilitates meetings with business owners and subject matter experts to identify impacted business processes and document the project business requirements.
  • Analyzes identified problems/gaps to determine whether system changes are required.
  • Documents business process improvements for projects to develop a representation of functionality to be used by the business to understand itself better, improve the business system, or design future state business processes to meet the court's needs.
  • Works with vendors on business and system analysis practices and project requirements.
  • Performs detailed research when required and reports research findings to the project team.
  • Creates and documents test cases to ensure the final product meets the business requirements and expectations.

Typical Qualifications

Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.
Minimum Qualifications

  • Possession of a bachelor’s degree in computer sciences, management information systems, or related field or equivalent work experience.
  • Minimum of 3 years of significant experience in business and systems analysis.

Preferred Qualifications

  • Experience with Microsoft Visio.
  • CBAP Certification is a plus.
  • Familiarity with ITIL.
  • Work experience in a state agency, criminal justice, or other government settings.

Knowledge, Skills, and Abilities

  • Excellent analytical and problem-solving skills.
  • Ability to communicate effectively both orally and in writing.
  • Strong interpersonal skills emphasizing customer service, decision-making, conflict management, and teamwork.
  • Ability to plan, organize, and perform work with deadlines and minimal supervision.
  • Possession of a broad understanding of technology.
  • Ability to adapt quickly to change.

Salary
The expected starting salary range for external candidates is $34.67 - $44.18 per hour ($72,391 - $92,248 annually). The full salary range for this position is $34.67 - $53.69 per hour ($72,391 - $112,105 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.

Position Logistics
This full-time position is classified as an Information Technology Specialist Ill. Work will be performed during regular business hours, Monday-Friday. This hybrid position may require the candidate to work on-site at the Minnesota Judicial Center up to 4 times per month, particularly during the onboarding period. On-site versus remote work may be subject tore-evaluation as business needs require.
