Air Pollution Specialist

The Greenhouse Gas (GHG) Emissions Data Quality Assurance and Verification Section in the Program Planning and Management Branch has a vacant Air Pollution Specialist position for which it is seeking highly competent candidates with experience in GHG verification, environmental program auditing, data review and analysis, and/or GHG inventory development. The Section is responsible for ensuring the impartiality and quality of third-party verifications—overseeing the screening, training, accreditation, and performance of verifiers and verification bodies pursuant to the Regulation for the Mandatory Reporting of GHG Emissions (MRR) as required by the Global Warming Solutions Act of 2006 (AB 32). The MRR Program is responsible for providing the data required for ARB’s Cap-and-Trade Program. In coordination with the Reporting Section and Cap-and-Trade Program, the team also recommends and implements continual improvement of procedures, reporting and verification guidance, the web-based reporting tool (Cal e-GGRT), and the Regulation, as needed.

 

The successful candidate will work as part of an experienced team, under the direction of the Air Resources Supervisor I, utilizing analytical skills and expertise to lead and to support audits of verifications and emissions data reports of regulated entities, including suppliers of natural gas and transportation fossil- and bio-fuel suppliers. In addition to leading and supporting audits, the incumbent will develop and deliver verifier guidance and training materials, as well as support coordination with the Reporting Section and Cap-and-Trade Program. Duties include writing technical reports, report summaries, letters, memos, and making oral presentations for all levels of ARB staff and management, Board members, the general public, CARB-accredited verifiers, regulated entities, and other stakeholders including industry groups and environmental organizations. Travel is required for auditing and is concentrated during the verification season from mid-April through mid-August

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
