Waste and Materials Management Engineer

The Department of Natural Resources is hiring two Regional Waste and Materials Management Engineers to work in the Division of Environmental Management’s Waste and Materials Management Program. These positions can be hired as either Entry-Level or Senior-Level Waste Management Engineers.

We currently have the following two vacant positions:

One position will be headquartered in Green Bay

One position can be headquartered in Spooner or Eau Claire depending on the location of the selected applicant and department needs.

There is an opportunity to telework for up to 60% of the workweek dependent on work needs. This posting may be used to fill future similar vacancies. Spring 2024 engineering graduates are encouraged to apply.

Position Summary

 

Entry-Level Waste Management Engineer: Under close, progressing to limited supervision of the Regional Waste and Materials Management Supervisor, this position is responsible for planning, coordination and implementing the engineering aspects of the Waste Materials and Management Program. 

This position involves project management responsibilities for project reviews.

Senior-Level Waste Management Engineer: Under general supervision of the Regional Waste and Materials Management Supervisor, this position is responsible for planning, coordination and implementing the engineering aspects of the Waste Materials and Management Program. 

This position involves project management responsibilities for project reviews.  This position makes independent decisions while doing complex engineering work assignments.

Salary Information

 

Entry-Level Waste Management Engineer pay is $29.81/hour ($ 62,004.80). Candidates starting at the entry level will receive incremental pay increases starting at 12 months and will receive increases every 6 months for the first 3 years. After 3 years of incremental pay increases, candidates will reach the top of the pay series (currently $72,384, but subject to change with state compensation increases).

The classification title is Waste Management Engineer and is in pay schedule/ range 14-14.

Starting pay for the Senior level is $38 - $43 / hour ($79,040. 00 - $ 89,440.00 annually). The classification title is Waste Management Engineer - Senior and is in pay schedule/ range 14-13.

A $2,000 sign-on bonus applies to those who do not have any prior permanent full-time state service in the last five years and agree to remain in the position for one year. The $2,000 will be paid on the first paycheck.

In addition, there is $2,080/year added to your base salary for holding a Professional Engineer (PE) license, whether it is held presently or acquired in the future. A PE is not a requirement for this position.

There are advancement opportunities for Entry and Senior-level Waste Management Engineer positions to move up within the Waste Management Engineer classification, which typically includes a wage increase of at least 8%-12% (currently $2.11-$3.17 per hour). We anticipate a 2% General Wage Adjustment to be effective June 30, 2024, for eligible employees. A 12-month probation period may be required. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

 

Travel: Frequent travel is required within the assigned counties, with occasional travel to other locations in the state for inspections, training, meetings or conferences. This position is part of the Waste and Materials Management Program, and the person serves as a member of the Landfill Technical Group and other statewide teams as assigned by the supervisor.

Qualifications

 

In order to be considered for this position applicants must meet (and provide appropriate documentation of) at least one of the four (4) below requirements during the application process:

 

Registration as a Professional Engineer as determined by the Department of Safety and Professional Services per s. 443.04, Wis. Stats.

 

A specific record, issued by the professional engineering section of the Department of Safety and Professional Services, showing 4 years or more of experience in engineering work of a character satisfactory to the professional engineering section and satisfactory completion of the fundamentals of engineering exam.

 

Graduated or will graduate by the time of appointment (Spring 2024) from a recognized college or university with a bachelor’s degree in a related engineering field such as chemical, electrical, mechanical, civil, or environmental engineering.

 

Has equivalent professional training and practical experience so as to be deemed a professional engineer as defined in Department of Safety and Professional Services per s. 443.01, Wis. Stats. and also deemed to be qualified to engage in professional engineering practice as determined by the Department of Safety and Professional Services per s. 443.03, or 443.04, or 443.05, Wis. Stats.

Best qualified applicants would also have at least one of the following qualifications: (Additional qualifications may be evaluated in subsequent steps):

 

Education and/or experience in a Waste & Materials Management field (or equivalent environmental regulatory field), landfill design, composite linear systems, regulation or waste management treatment regulations, or equivalent.

Experience in writing technical communications related to landfill design or regulation or environmental topics.

Experience providing technical assistance related to landfill facilities and solid waste and materials management.

Experience working in the Waste & Materials Management field.
