Management Analyst II (Tax Administration agency, Fairfax County Government)

Manages the delinquent collections programs for taxes, parking tickets, and certain nontax receivables owed to the county. Develops, implements, and monitors work policies and procedures to collect delinquent revenue. Analyzes programs to measure effectiveness and ensure maximum revenue results are achieved. As the collections subject matter expert, reviews and approves the billing and collection plans for county agencies that generate billable revenue. Collaborates with partner agencies and contracted collection vendors to develop and implement a referral process and ensures the timely pursuit of eligible delinquent accounts. Monitors their collection activity, provides productivity appraisals, and addresses performance concerns. Oversees the Set-Off Debt Program. Responds to complex inquiries from the public and employees and explains collection laws, policies, and procedures. Provides reporting and data analysis in preparation of the Department of Tax Administration’s (DTA) annual collection report to the Board of Supervisors. Hires, trains, and supervises administrative staff. Plays a critical role in the design and implementation of new collection applications and related systems. Collaborates with colleagues in other sections of the Revenue Collection Division and throughout DTA to achieve common goals and objectives. Works with various levels of management and other personnel in performing other assigned duties.

  • Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
  • May supervise administrative and paraprofessional staff;
  • Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
  • Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
  • Serves as the point-person and liaison within the department and with central county
  • departments regarding a designated program and functional areas of responsibility;
  • Prepares reports and presentations of analysis and findings.

  • Ability to identify and describe a range of possible solutions for solving business problems;
  • Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
  • Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
  • Ability to train, lead, and/or supervise paraprofessional staff.

 

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area. 

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience in the administration of collecting taxes and fees owed to the county.
  • Knowledge of state and local laws that pertain to assessment and collection of tax and non-tax receivables. 
  • Experience working collaboratively with personnel from multiple divisions/work units.
  • Ability to plan and coordinate work activities as well as supervise, train, and evaluate the work of others. 
  • Ability to gather and analyze data and prepare concise reports; to devise solutions to problems; as well as develop and evaluate policies and procedures. 
  • Ability to prioritize and manage multiple tasks.
  • Ability to communicate effectively, both orally and in writing, and make effective oral presentations before groups of various sizes. 
  • Proficiency in Microsoft Office applications such as Word, Excel, and Outlook.


PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, employee may be required to do some walking, standing, or bending. Ability to input, access, and retrieve information from a computer. Ability to lift up to 10 lbs. Ability to communicate with others. All duties performed with or without reasonable accommodations.
