**Currently, this position operates under a hybrid telework plan of two days in the office and three days of telework. The initial training period for this position will require the candidate to work 100% in the office.**

The State Water Resources Control Board’s Division of Administration Services has an opening for a Senior Accounting Officer (Specialist) in the Accounting Branch. The position is located at 1001 I Street, 18th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

 

Duties:
Independently reviews and approves salary advances, clearance warrants and payroll exceptions.  Ensures that all necessary sources documents have been received and analyzed for the proper establishment of payroll accounts receivables (PAR) in the general ledgers.  Review, analyze and reconcile PAR payments to ensure proper posting to General Ledgers; prepares reportable forms for timely submittal to SCO for tax reporting. Prepares monthly reconciliation, tracking, and collection of aged salary advances, payroll exceptions and PARs. Consults with HR to prepare and post year-end Payroll accrual. Independently post receipts to subsidiary A/R systems Financial Management System (FMS) and the main accounting system FI$Cal including the more difficult A/Rs that require additional research. Establishes and maintains A/Rs for multiple programs and funds. Independently reviews and audits the more complex customer account discrepancies; prepares corrections and adjusting entries to the proper general ledger accounts and system/database records as necessary.  Prepare monthly reconciliation between FI$Cal, FMS, and various databases; prepares correcting entries and posts after obtaining approval. Tracks aged A/Rs and prepare collection letters, Franchise Offsets, and Board of Control claim schedules as necessary.

The Accounting Branch supports multiple funds, programs, State and Regional Water Boards as well as Drinking Water Offices throughout the State of California. This is a great opportunity for someone who is possibly interested in starting a state accounting career. The Water Board Accounting Branch provides a team environment with training and mentoring. The challenge and complexity of accounting for the many Water Board programs leads to great experience and upward mobility.

Overtime during peak periods, such as yearend, may be required.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
